Commissioner Nagler moved to make the CEQA and PUD findings as listed in the <br />staff report and to adopt resolutions and forward the applications to the City <br />Council for PUD -110, P15 -0245, P15 -0246, P15 -0405, and Vesting Tentative Map <br />8245, subject to the Conditions of Approval as listed in Exhibit A of the staff <br />report, with the direction to revise project per Planning Commission <br />recommendations, prior to the City Council consideration of project, as follows: <br />(1) increase the open space connectivity within the project; (2) address concerns <br />related to massing, scale, and height of 3 -story units that may be visible from <br />Stanley Boulevard or located at the end of streets or courts; (3) preserve the Zia <br />house and identify a location for the building that is visible from Stanley <br />Boulevard; and (4) consider options to link the Growth Management Agreement <br />for the single - family homes to the construction of the Sunflower Hill <br />development. <br />Chair Ritter seconded the motion. <br />Commissioner Brown suggested an amendment to reduce the number of units in the <br />Irby Ranch development and associated infrastructure which would result in more <br />acreage for Sunflower Hill. <br />Commissioner Nagler did not support the amendment and he suggested calling for the <br />vote. <br />ROLL CALL VOTE: <br />AYES: Commissioner Nagler, Chair Ritter <br />NOES: Commissioners Allen, Brown, O'Connor <br />ABSTAIN: None <br />RECUSED: Commissioner Balch <br />ABSENT: None <br />Commissioner Nagler stated he will make the same motion but with the additional <br />condition that consideration be given to increase the allocation of land to the affordable <br />housing special needs project. <br />Commissioner Nagler moved to make the CEQA and PUD findings as listed in the <br />staff report and to adopt resolutions and forward the applications to the City <br />Council for PUD -110, P15 -0245, P15 -0246, P15 -0405, and Vesting Tentative Map <br />8245, subject to the Conditions of Approval as listed in Exhibit A of the staff <br />report, with the direction to revise project per Planning Commission <br />recommendations, prior to the City Council consideration of project, as follows: <br />(1) increase the open space connectivity within the project; (2) address concerns <br />related to massing, scale, and height of 3 -story units that may be visible from <br />Stanley Boulevard or located at the end of streets or courts; (3) preserve the Zia <br />house and identify a location for the building that is visible from Stanley <br />Boulevard; (4) consider options to link the Growth Management Agreement for <br />the single - family homes to the construction of the Sunflower Hill development; <br />and (5) consider increasing the acreage of the Sunflower Hill development to <br />allow for additional units. <br />Commissioner Brown seconded the motion. <br />PLANNING COMMISSION MINUTES, August 10, 2016 Page 31 of 33 <br />
