Commissioner Brown said he thinks Mr. Beaudin is looking for more prescriptive items <br />such as moving Lots 42, 43, etc. <br />Mr. Beaudin said he will not ask the Commission to design from the dais which is <br />difficult. He wants to make sure there is consensus for fewer units, reducing the number <br />of 3 story units, but if there is no consensus from the group, it is harder for him to have <br />those subsequent discussions. <br />Chair Ritter said he thinks there is general consensus to have more than 19 units for <br />Sunflower Hill. <br />Commissioner Nagler said obviously what Sunflower Hill wants is germane, but to be <br />realistic, to get enough more space for there to be a larger footprint for a building for <br />Sunflower, he thinks they must be realistic in the number of homes they would be <br />asking the applicant to give up. <br />Mr. Beaudin said he thinks the difficulty is that there is a Housing Commission in the <br />City and they have negotiated an affordable housing agreement which is in draft form <br />and will be referred to the City Council. Sunflower Hill and the developer have <br />forwarded their proposals to the Housing Commission and that number is the 1.35 acres <br />with the $1 million. Therefore, he is not suggesting the Commission cannot change the <br />land plan, but he asked to keep in mind that this is a conversation that has occurred <br />with hearings and this is the Housing Commission's recommendation at this time. <br />Commissioner Allen said she would prefer to have less units. She can live with three - <br />story units so long as they are not visible from Stanley. She would like this to be a <br />medium density project and not a high density project, and closer to reflect what is <br />across the street in Reflections. <br />Chair Ritter said if they had less units, the price would go up. Commissioner Allen said a <br />home for $800,000 is for a family that is making $200,000 each per year. <br />Mr. Beaudin suggested taking the conditions of approval as they have been written and <br />staff will make sure they make changes and that they receive a straw vote on it. By the <br />time the Council sees this project, and it has incorporated the intent of the Commission <br />this evening, he thinks it comes down to: <br />• Density; <br />There seems to be at least three Commissioners who wanted to see fewer units <br />within the development and that number does not necessarily have to be big, but <br />the idea is to create additional open space for the future neighborhood; <br />• There is a concern about three -story homes potentially looking out of place in the <br />configuration they have been shown, so there is a need to either move around <br />the number of three -story homes or create fewer three -story homes to ensure <br />they are not visible from Stanley and so the green spaces and the block faces <br />appear more like the perimeter of the project with two -story homes. <br />PLANNING COMMISSION MINUTES, August 10, 2016 Page 28 of 33 <br />
