Commissioner Allen moved to approve the Minutes of the March 23, 2016 <br />Meeting, as amended. <br />Commissioner Balch seconded the motion. <br />ROLL CALL VOTE: <br />AYES: Commissioners Allen, Nagler, O'Connor, and Ritter <br />NOES: None <br />ABSTAIN: Commissioner Balch <br />RECUSED: None <br />ABSENT: None <br />The Minutes of the March 23, 2016 Meeting were approved, as amended. <br />3. MEETING OPEN FOR ANY MEMBER OF THE AUDIENCE TO ADDRESS THE <br />PLANNING COMMISSION ON ANY ITEM WHICH IS NOT ALREADY ON THE <br />AGENDA <br />Carrie Cox: My name is Carrie Cox. Last night's meeting was very encouraging. There <br />was a broad base of support from the community for Bill Wheeler's initiative to allow the <br />citizens to decide on Costco. There were a number of people within the community who <br />did not want Costco. We will continue to support his efforts and believe the City should <br />pause and let the people decide this issue. Commissioner Allen was the only <br />Commissioner who supported the idea. Why would you continue to waste money and <br />resources? We will collect the signatures. The people want to decide, yet except for <br />Commissioner Allen and Councilmember Brown, the rest are intent on moving forward. <br />There was much misinformation given by staff last night which contradicted the SEIR. It <br />will take us days to analyze each point, but we will, point by point. Information on traffic, <br />pollution, tax revenue, the effect on existing businesses, etc. There was also much <br />information which was in our favor such as the funding of the infrastructure; $5 million of <br />existing funds to be used, $6 million plus in borrowing for 30 -40 years at a higher <br />interest rate, Caltrans has not approved the improvements to the interchanges, there is <br />still no answer given to concessions being negotiated, yet Costco has signed a lease. <br />Are we to believe that they would sign a lease and not know what the City is giving? No <br />analysis of break even. The City has a surplus. There is no desperate need for a <br />Costco. I could go on and on but it is yours and the Council's decision to continue to <br />move forward. It is a bad decision. Bill Wheeler's group will prevail. They now have <br />more information to dispute, more costs to criticize and the knowledge that these tax <br />dollars are not necessary especially at these high costs. You have given us a gift. <br />Thank you. <br />Josh Hanna: My name is Josh Hanna. As you know, I was at the meeting last night and <br />I spoke. In just a few short months I have learned a lot about politics. I have learned <br />how numbers can be manipulated and I've learned a lot about deception. I've learned <br />that elected politicians sometimes do not consider the will of the people who elected <br />them. They make decisions without considering consequences to future generations. I <br />have also learned there is no regard for spending money that you do not have; borrow <br />and let the next generation pay. It is sad.
