People try lots of different <br />techniques but because it is a public street, we can't tell people they can't park there. <br />Commissioner Nagler: We could though have time specific restricted parking, right? <br />Amos: There could be that depending on where the City Council or the traffic engineer <br />recommends it. We have started enforcing that now on Main Street again and on some <br />of the side streets, so that is happening. <br />Beaudin: We do have a downtown parking strategy and implementation plan. We just <br />got it in draft this week. So I don't want to put all of the burden of downtown parking on <br />that plan but I do think there will be additional opportunities just a block from this <br />location. We've resurfaced as temporary parking, I believe it was 42 spaces, and I <br />haven't seen a car park there yet. <br />Commissioner Nagler: I did the other night. It was full. <br />Beaudin: It was full? Oh, excellent, so I haven't seen that during the day. I'm hoping <br />employees start to migrate there but we are creating spaces where we can and we'll be <br />looking for other opportunities like that as part of the implementation part of the plan. <br />We are looking for ways to add additional parking supply downtown and better <br />managing the supply that we have, and it may come down to limiting the duration of on <br />street parking and really staying the course on our enforcement. <br />Commissioner O'Connor: Did I hear you say temporary parking? <br />Beaudin: Yeah, we're calling it temporary because half of it is actually owned by the <br />railroad so we need to find a better solution, longer term, or come to some agreement <br />with the railroad. But I'm calling it temporary for the time being because we own half of <br />it, and it's not real pavement. We didn't go through the refinishing process we would <br />have with landscaping and those types of things because we need to find a better long- <br />term solution. <br />Chair Ritter: So to get more on -site parking, you would either have to go up or eliminate <br />some units. I guess those are the two options? <br />Deutscher: So if you guys were considering more guest spaces, is there a major <br />number for the number of guest spaces that would be required on a site like this beyond <br />the 7 that are on the street? I think there is a parking measure where it's limited to <br />maybe two hours for parking on St. John Street. That would prevent someone from <br />parking there all day long. We would be open to that suggestion and definitely the <br />CC &Rs would require each homeowner to occupy two parked cars in their garages. <br />Many associations do that and if there is a violation, they assign violation fees. So we <br />would be open to implementing something like that in the CC &Rs as well. But the last <br />resort is to remove any units. <br />Commissioner O'Connor: I'm assuming there's no contemplation as a rental project. <br />This is an all for sale project? <br />PLANNING COMMISSION MINUTES, March 23, 2016 Page 29 of 46 <br />
