2. APPROVAL OF MINUTES <br />a. November 18. 2015 <br />Chair Allen requested that the following modifications be made on page 24: <br />Modify the third sentence of the second paragraph to read as follows: "She <br />noted that because this is very confusing and has a chance of creating <br />sensistene+es inconsistencies, she would like staff...." <br />Modify the first sentence of the third paragraph to read as follows: "Chair Allen <br />noted that the Commission City has not yet executed...." <br />Commissioner O'Connor moved to approve the Minutes of the November 18, 2015 <br />Meeting, as amended. <br />Commissioner Balch seconded the motion. <br />ROLL CALL VOTE: <br />AYES: <br />Commissioners Allen, Balch, Nagler, O'Connor, and Ritter <br />NOES: <br />None <br />ABSTAIN: <br />Commissioner Piper <br />RECUSED: <br />None <br />ABSENT: <br />None <br />The Minutes of the November 18, 2015 Meeting were approved, as amended. <br />3. MEETING OPEN FOR ANY MEMBER OF THE AUDIENCE TO ADDRESS THE <br />PLANNING COMMISSION ON ANY ITEM WHICH IS NOT ALREADY ON THE <br />AGENDA <br />Johnson Drive Economic Development Zone <br />Carrie Cox stated that her family owns and operates two Cox family store retail <br />locations in Pleasanton — Hopyard Shell and Santa Rita Shell — and that their offices are <br />also located in Pleasanton. She added that her parents started their family business in <br />1976, and 33 years ago in 1982; they began their retail at the corner of Hopyard Road <br />and Owens Drive. She indicated that she was 13 years old, and she was already <br />working the register and learning their family business. <br />Ms. Cox stated that changing the zoning of the area to allow big -box club retail such as <br />a Costco with a large gas station and a tire center would be devastating to their family <br />business and to many other small family businesses in Pleasanton. She noted that <br />through the years, their family has become friends with many of their customers who <br />are residents and business owners in Pleasanton. She added that since the last <br />Planning Commission meeting, they have engaged their customers in the proposed <br />Johnson Drive development project, and over 200 of their customers who came into <br />their store knew nothing about the project and asked for more information, at least <br />75 percent of whom offered comments indicating that they were opposed to the project, <br />PLANNING COMMISSION MINUTES, December 9, 2015 Page 2 of 40 <br />
