Modify Conditions of Approval Nos. 14, 55, and 105 and add two conditions <br />as set forth in the staff memo dated June 24, 2015, with a modification to <br />one of the new conditions to mandate the use of recycled water for all dust <br />control; <br />• Add a new condition regarding areas of man -made slope as presented by <br />staff at the August 26, 2015 meeting; and <br />• Add a new condition restricting the home on Lot 32 to be single story. <br />Commissioner Ritter seconded the motion. <br />Commissioner Piper stated that she does not know how to vote on this as she is very <br />much in favor of Option 2; however, a road is not mentioned anywhere in the motion. <br />Mr. Dolan clarified that Option 2 includes a Sunset Creek Lane connection. <br />Commissioner Piper stated that she should then vote in opposition because she <br />believes that a road is a structure, and therefore it would be a violation of Measure PP. <br />ROLL CALL VOTE: <br />AYES: Commissioners Allen, Balch, Nagler, and Ritter <br />NOES: Commissioner Piper <br />ABSTAIN: None <br />RECUSED: Commissioners O'Connor <br />ABSENT: None <br />Resolution No. PC- 2015 -26 recommending approval of the Development Agreement to <br />vest entitlements for the project; Resolution No. PC- 2015 -27 recommending certification <br />of the Final EIR as complete and adequate, together with the CEQA Findings and the <br />Mitigation Monitoring and Reporting Program; and Resolution No. PC- 2015 -28 <br />recommending approval of Case PUD -25, the PUD Rezoning and Development Plan, <br />were entered and adopted as motioned. <br />The Commission took a break at 9:20 p.m. and, thereafter, resumed the regular meeting <br />at 9:30 p.m. <br />Commissioner O'Connor returned to the dais. <br />b.
