perspective matters or if what the voters see when they look at that property is more <br />important. <br />Commissioner Balch stated that he agreed and respected that opinion, but in the end, it <br />will come down to what the five Commissioners ultimately decide, while thinking there is <br />a body that can overrule the Commission if it got it wrong. He noted that it is a political <br />question to determine which way the access road will go. <br />Commissioner Ritter stated that he did not totally agree with that; it is what is best for <br />everybody. <br />Chair Allen stated that everyone may approach the answer differently: from an <br />engineering perspective or from a voter perspective, and how that is weighed. She <br />agreed that it is not political and is just what the Commission thinks is right. <br />Commissioner Balch called attention to the amount of dirt that is being cut off on the <br />Altamonte Pass to add in a road which is an additional lane on the freeway, and the <br />grading being done above grade and below grade. He indicated that he walked to the <br />top of Lund Ranch and noted that 25 percent does not look like all that much. He added <br />that in his opinion, Bernal Avenue is a much steeper road and seems to cover a much <br />higher significant grade than 25 percent. <br />Man -Made Slopes <br />Commissioner Balch stated that he is fine with it and does not have any changes to <br />staff's interpretation. <br />Chair Allen stated that she feels about the same way. She noted, however, that Allen <br />Roberts pointed out that if the man -made slopes on the property were re -drawn to try to <br />extrapolate what the original slope looked like, that original slope would have been over <br />30 percent, and that does not match what staff is saying that it is less than 25 percent. <br />Mr. Dolan replied that that was his understanding of the comment. He indicated that <br />staff will review Mr. Roberts' letter, which staff did not receive until a day or so ago, and <br />determine if staff agrees with his comment. <br />Chair Allen stated that if Mr. Roberts is correct, that would be an issue and staff would <br />have to re -look at this matter. <br />• Other Matters <br />Commissioner Balch inquired if the Commission should be mentioning other areas that <br />the Commission would like staff to possibly look into. <br />Mr. Dolan said yes. <br />PLANNING COMMISSION MINUTES, February 25, 2015 Page 43 of 46 <br />
