about what is best for the entire community and not just for a certain subset of the <br />community or special interest within the community. He noted that there are clearly two <br />sides to this situation, and if he came down to one word to describe it, it would be fear: fear <br />of change, fear that this EIR report was not done properly, fear that children are going to <br />get hurt. He stated that he does not think any one neighborhood's children are more <br />important than another neighborhood's children, and he believes this should be considered <br />as the project goes forward and a decision is made about what to do with this proposal. He <br />asked the Commission not to be afraid and to do what is best for the entire community <br />based on what the community knows today, not 20 years ago. <br />Amy Lofland stated that she has been a member of the Ventana Hills Steering Committee <br />since 1992 when it was first created. She indicated that the Ventana Hills Steering <br />Committee submitted a letter to the Commission that outlines its concerns for this Work <br />Session. She stated that the only thing she is going to do is ask for a showing of hands of <br />people in the community that support that letter; that will save the Commission from a lot of <br />people getting up and talking [show of hands]. <br />With respect to these commitments and agreements, Ms. Lofland stated that basically to <br />her, if the City is not built on what it has agreed to in the past, there is no reason for the <br />Commission or the City Council to be sitting there. She agreed that there are changes in <br />times, that the City needs to do what is best for the community, and that no one want to see <br />another neighborhood hurt. She noted that the East/West collector, which is now <br />Sycamore Creek Way, was built to handle the traffic from Lund Ranch II and her <br />neighborhood just wants to see that commitment fulfilled. She added that she would love <br />to see some more transparency in Option 3. <br />Mark Priscaro stated that he has been following this whole situation for several years and <br />agreed with Mr. Meyer's comment that when Greenbriar Homes made its submission for <br />this development in 2011, a lot of things had changed from their original proposal, most <br />notably the reduction in the number of homes, which he applauded. He noted that another <br />thing that has changed since 2011 is the requirement by the City to build a lot of <br />high- density housing throughout the City, one of which is the approved development on <br />Valley Avenue /Bernal Avenue and Stanley Boulevard /First Street. He pointed out that he <br />had a conversation with Mr. Tassano about the daily trips and traffic models for this <br />development, and none of that traffic has been taken into account in discussions about the <br />Lund Ranch II project. He stated that it is fair and safe to assume that a lot of people who <br />will be living in that new apartment complex development will be using Bernal Avenue, <br />Independence Drive, and Junipero Street to get to Sunol Boulevard and 1 -680. <br />Mr. Priscaro referred to an earlier speaker who referred to all the daily trips and all the <br />traffic scenarios and the increase in traffic he had to deal with for many years. He pointed <br />out that traffic will not only continue, it will increase. He noted that Councilmember Karla <br />Brown had stated it is unfortunate that the City has to accept the building of high- density <br />apartment complexes throughout the City because it lost that battle, but "at the end of the <br />day, we all have to share the pain." <br />PLANNING COMMISSION MINUTES, February 25, 2015 Page 26 of 46 <br />
