He explained that the California Environmental Quality Act (CEQA) <br />requires the consultant to respond in writing to comments on the EIR and the consultant <br />will compile those questions, who asked the question, and the response to the question <br />into a document called Response to Comments, which, together with the Draft Final <br />EIR, will comprise the Final EIR. He added that any comments on the merits of the <br />project and preferences for alternatives will be noted but will not be responded to in the <br />EIR. <br />CONSENT CALENDAR <br />Consent Calendar items are considered routine and will be enacted, approved, or <br />adopted by one motion unless a request for removal for discussion or explanation is <br />received from the Planning Commission or a member of the public by submitting a <br />speaker card for that item. <br />Chair O'Connor indicated that Item 5.c. , P14 -1139 McKay's Taphouse and Beer Garden <br />will be removed from the Consent Calendar and will be heard as the first item under <br />6. PUBLIC HEARING. <br />Julie Harryman advised that consideration of the two items under 5. CONSENT <br />CALENDAR will be considered separately as Commissioner Balch will recuse himself for <br />Item 5.a. , P14 -0833, Crosspoint Church, due to a conflict of interest. <br />a. P14 -0833, Crosspoint Church <br />Application for a Conditional Use Permit to operate a church in a portion of <br />an existing building located at 5627 Gibraltar Drive, in Hacienda Business <br />Park. Zoning for the property is PUD -I /C -O (Planned Unit Development — <br />Industrial /Commercial- Office) District. <br />Commissioner Ritter moved to make the required Conditional Use Permit findings <br />as listed in the staff report and to approve Case P14 -0833, subject to the <br />Conditions of Approval as listed in Exhibit A of the staff report. <br />Commissioner Piper seconded the motion. <br />ROLL CALL VOTE: <br />AYES: Commissioners Allen, O'Connor, Piper, and Ritter <br />NOES: None <br />ABSTAIN: None <br />RECUSED: Commissioner Balch <br />ABSENT: None <br />PLANNING COMMISSION MINUTES, August 27, 2014 Page 3 of 44 <br />
