WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />CITY COUNCIL OF THE CITY OF PLEASANTON <br /> <br /> ALAMEDA COUNTY, ALAMEDA <br /> <br /> RESOLUTION NO. 03-111 <br /> <br />RESOLUTION AMENDING MASTER FEE RESOLUTION NO. 92-100 <br />TO AMEND THE UTILITY ENCROACHMENT PERMIT FEE <br /> <br />section 13.04.040 of the Pleasanton Municipal Code provides that an <br />encroachment permit is required for utilities that encroach upon the right of way of <br />the City of Pleasanton; and <br /> <br />section 13.04.210 of the Pleasanton Municipal Code provides that an applicant for <br />a utility encroachment permit shall pay to the City of Pleasanton fees to cover the <br />costs associated with the issuance of a permit, field investigation, and inspection; <br />and <br /> <br />on May 19, 1992, the City Council adopted Resolution No. 92-100 that established <br />a new Master Fee Schedule; and <br /> <br />the Master Fee Schedule includes a permit fee of $50.00 and inspection fee of <br />$55.00 per hour, although currently these fees do not fully recover the <br />administrative costs associated with the encroachment permit process; and <br /> <br />staff recommends that the Master Fee Schedule be amended to correlate to the <br />increase in administrative costs and overhead; and <br /> <br />the permit and inspection fees are based on salaries, benefits and administrative <br />overhead costs; and <br /> <br />salaries, benefits and administrative overhead costs are generally adjusted every <br />year; and <br /> <br />based on the annual adjustments that are generally made to staff salaries, benefits <br />and administrative costs, staff recommends that the Master Fee Schedule be <br />amended to change the utility encroachment permit fee from the set fees currently <br />listed in the Schedule to general references to fees associated with cost and <br />overhead; and <br /> <br /> <br />
