Ms. Harryman indicated that her suggestion would be to have staff use the language <br />taken straight out of this Specific Plan. <br />Commissioner O'Connor agreed. <br />Commissioner Posson requested staff to display photos taken from the backyards of the <br />Silver Oak residences. <br />Ms. Soo displayed two of the photos. <br />Commissioner Posson inquired if those are the only two that would have visual impacts <br />from the development. <br />Ms. Stern replied that all the homes along the back of the Silver Oaks Estates would <br />have some visual impacts, but these two show the typical visual impacts from one side <br />to the other. <br />Commissioner Posson stated that there have been some comments about the retaining <br />wall and inquired if the slide depicts the alignment of the retaining wall. <br />Ms. Stern replied that the slide shows the higher portion of the retaining wall there. She <br />noted that the City Engineer has additional information here. <br />Commissioner Posson inquired if that is on the downslope or the upslope of the road. <br />Mr. Kirkpatrick replied that it is on the downslope of the road. With reference to an <br />earlier question regarding the length and height of the retaining wall, he stated that the <br />retaining wall is approximately 130 feet long, and coming off of Silver Oaks Court, the <br />wall is immediately at four feet high where the head wall is for the storm drain system. <br />He continued that going up the road, the wall transitions to nine feet for about an 80 -foot <br />section and then transitions back down. He pointed out that what is shown on the <br />screen is the top edge of the wall where it transitions back down. He added that there is <br />no retaining wall the rest of the way up the hill. <br />Commissioner Posson inquired if, from an engineering standpoint, they will be doing <br />some cut for Lot 2 and if that fill will be used to taper that slope and eliminate the need <br />for the retaining wall. <br />Mr. Kirkpatrick replied that the goal here was to minimize grading. He indicated that <br />there is the ravine and the seasonal creek referred to earlier. He stated that the <br />retaining wall is really along the section where the seasonal creek is, where not much <br />can be done to flatten that slope without getting down into the creek. <br />Commissioner Posson inquired if the answer to his question is "no." <br />PLANNING COMMISSION MINUTES, February 12, 2014 Page 17 of 38 <br />
