Commissioner O'Connor stated that the one thing about Smart Growth is how it is going <br />to be developed and there will be different ownership out there. He indicated that he <br />would like to see some infrastructure built, and that it would be nice to finish off the road <br />and get the traffic, at least through El Charro Road; but he does not know the <br />mechanism of how to get multiple acres with multiple developers to contribute to a <br />roadway in advance of developing the land. <br />Mr. Dolan commented that this is definitely a major challenge and made even more <br />complicated by the fact that Growth Management will be applied with only an annual <br />allotment of homes being built. <br />Chair Blank stated that for him, Smart Growth, sustainability, and Climate Action Plan <br />objectives are all very important. He indicated that he is very optimistic and would like <br />to make sure, as the planning process goes through, to incorporate bike trails as well <br />as pre- wiring and public parking to accommodate electric vehicles, which he really <br />believes are going to become more and more common over time, especially in the <br />urban areas. He noted that the City has done a lot of work but he thinks it needs to look <br />further out to see what is coming down that horizon. <br />Commissioner Pearce agreed. She indicated that she has already spoken to the <br />walkability aspect and thinks the Task Force is doing a good job in taking these kinds of <br />things into account. <br />Commissioner Olson indicated that he is all for Smart Growth and sustainability. <br />8. Comment on planning potential school sites in conjunction with City parks. <br />Mr. Rasmussen noted that this is a topic that has been coming up repeatedly lately and <br />staff wanted to check in with the Commission on that. He indicated that an example is <br />Mohr Elementary School, where it did develop in that way. <br />Chair Blank commented that it seems kind of an odd question that someone would say <br />"No, don't put a school near a park." <br />Mr. Rasmussen replied that this is a situation where there are a lot of parks, a lot of park <br />acreage, and a lot of park maintenance in the plan, with the community park, the sports <br />facility, a neighborhood school park, and a village green, so there may have to be some <br />tradeoffs in the future as far as the kinds of parks. <br />Commissioner Olson stated that if there has to be a school put in there, it would <br />probably be a good idea to put a park next to it. <br />Commissioner Posson agreed with Commission Olson, adding that he does not know <br />why a school would not be put near a park. <br />PLANNING COMMISSION MINUTES, May 22, 2013 Page 30 of 41 <br />
