THE PUBLIC HEARING WAS OPENED. <br />Kevin F. Hogan, Hank Company, the landlord at the present location of the business, <br />stated that the applicant has been at this location since October of 2010. He noted that <br />she has been a good tenant and recommended that she have another spot so she can <br />continue operating in Pleasanton. <br />THE PUBLIC HEARING WAS CLOSED. <br />Commissioner Narum moved to recommend approval to the City Council of <br />Case PUD- 84- 04 -07M, a PUD Major Modification to the approved PUD governing <br />the Meadow Plaza Shopping Center to allow massage establishments where three <br />or fewer massage technicians provide massage services at any one time as a <br />permitted use and massage establishments where four or more massage <br />technicians provide massage services at any one time as a conditionally <br />permitted use. <br />Commissioner Pearce seconded the motion. <br />ROLL CALL VOTE: <br />AYES: Commissioners Blank, Narum, O'Connor, Pearce, and Posson. <br />NOES: None. <br />ABSTAIN: None. <br />RECUSED: None. <br />ABSENT: Commissioner Olson. <br />Resolution No. PC- 2013 -23 recommending approval of Case PUD- 84- 04 -07M was <br />entered and adopted as motioned. <br />c. Appeal of P12 -1771, Pacific Neon Company on behalf of Blackhawk <br />Network <br />Appeal of the Zoning Administrator's denial of an application for Sign <br />Design Review to install two wall- mounted signs at 6220 Stoneridge Mall <br />Road. Zoning for the property is PUD -C -O (Planned Unit Development — <br />Commercial- Office) District. <br />Commissioner Narum recused herself and left the dais. <br />Shweta Bonn presented the staff report and described the background, scope, and key <br />elements of the appeal. <br />Chair Blank inquired if the applicants talked to staff about why they wanted the sign <br />internally illuminated versus the halo illumination. <br />Ms. Bonn replied that they wanted more visibility at nighttime.
