Commissioner Narum stated that she thinks this is something the Commission needs to <br />consider. <br />Commissioner O'Connor stated that he assumed they were talking about grading, that <br />grading above the 100 -foot line is not allowed, regardless of whether it is for a <br />foundation or a pad or something else. <br />Commissioner Olson commented that if the house has to be 100 feet below the top of <br />the ridge, then this means that the foundation is going to be 140 feet below. <br />Ms. Harryman noted that it might be helpful to read that section of Measure PP. <br />Commissioner O'Connor read that section: "Housing units and structures shall not be <br />placed on slopes 25 percent or greater, or within 100 vertical feet of a ridgeline." He <br />added that he thinks it is the placement, which is the bottom and, therefore, the grading. <br />Commissioner Olson stated that going that way would defeat the idea of protecting the <br />view of that ridge. <br />Chair Blank stated that he agrees with Commissioner Olson because, theoretically, <br />somebody could build a 125 -foot high house, although it would still have to go through <br />the review process. <br />Commissioner Narum commented that the Commission would never approve a house <br />like that. She indicated that her point was that if the house is built right at that 100 -foot <br />area, even if it is a single story house with a little bit of a pitched roof, the house would <br />still be 15 to 20 feet into the 100 feet. She added that she is not sure that was what the <br />voters wanted. <br />Chair Blank stated that the Measure says "housing units and structures" and "shall not <br />be placed." He noted that it distinguishes between "housing units" and "structures," and <br />to him, that "structure" language indicates that it is the top of the structure and not the <br />bottom. <br />Commissioner Olson agreed. <br />Commissioner O'Connor agreed that he could certainly see that interpretation. <br />Commissioner Pearce inquired what the Commission is proposing. <br />Chair Blank replied that it be the top. <br />Commissioner Narum added that it could also be some arbitrary number. <br />Chair Blank stated that maybe staff needs to go back and look at that a little more. <br />PLANNING COMMISSION MINUTES, January 23, 2013 Page 20 of 44 <br />
