Shifting the median affects how Hopyard Road lanes on each side of the Owens Drive <br /> intersection line up, so the work is fairly extensive to ensure proper lane alignment. <br /> Even with this work, the limited space does not allow for the installation of a sidewalk <br /> along the west side of Hopyard Road between Owens Drive and 1-680. The sidewalk <br /> will remain on the east side of the street. <br /> Quincy Engineering was selected for this project under the on-call contract due to their <br /> experience working with Caltrans and with the design of complicated intersections. The <br /> original design costs were estimated at $65,000 and fit within the scope of our on-call <br /> contracts to be awarded by staff. Due to the increase in costs for design, staff <br /> recommends an additional amount of $158,928 be added to the professional services <br /> contract for the design of the intersection as described. <br /> Although Quincy Engineering was selected and awarded an on-call civil engineering <br /> contract through a Request for Qualification process, under the City's purchasing <br /> guidelines for a project of this magnitude an individual Request for Qualifications <br /> process is normally required to procure a consultant for the design of the intersection. <br /> However if a request for qualifications was issued now for the project, staff is confident <br /> that Quincy Engineering would be one of the top firms submitting to perform the work. <br /> Given that Quincy Engineering has already started the design of the project and has <br /> already established a working relationship with Caltrans and the surrounding property <br /> owners, staff recommends proceeding forward with Quincy Engineering for the design. <br /> Budget <br /> The realignment of the intersection is significantly more costly than the original project <br /> scope. The original right lane project design and construction was estimated to be <br /> completed for $530,000. The intersection realignment is now estimated at $1,800,000 <br /> for design and construction. This cost is contingent upon the approval of lane width and <br /> minor geometry variances by Caltrans. There is an anticipated project shortfall of <br /> $1,260,000 to cover the cost of construction that will need to be addressed before the <br /> project can move forward to construction. However the shortfall is an estimate at this <br /> time without final designs. Staff is recommending proceeding with the design and <br /> obtaining Caltrans permits before budgeting for construction. As the design is refined <br /> the estimate will also be refined. <br /> Schedule <br /> The proposed schedule for the project is as follows: <br /> Award of Design August 15, 2017 <br /> Submit to Caltrans April 2018 <br /> Start of Construction: Fall 2018 <br /> End of Construction: Spring 2019 <br /> Page 3 of 4 <br />
