9 <br /> THE CITY OF __ _ <br /> "m=r _ I I MIA CITY COUNCIL AGENDA REPORT <br /> pLEASANTON. <br /> August 15, 2017 <br /> Engineering <br /> TITLE: APPROVE A PROFESSIONAL SERVICES AGREEMENT WITH QUINCY <br /> ENGINEERING IN THE NOT-TO-EXCEED AMOUNT OF $158,928 FOR <br /> THE DESIGN OF THE HOPYARD ROAD AND. OWENS DRIVE <br /> INTERSECTION IMPROVEMENTS PROJECT, CIP NO. 15525 <br /> SUMMARY <br /> The Pleasanton General Plan 2005-2025, Circulation Element indicates that <br /> modifications to the intersection of Hopyard Road and Owens Drive are necessary. <br /> Specifically the roadway needs to be widened to include a dedicated right turn lane from <br /> southbound Hopyard onto westbound Owens, and two left turn lanes from northbound. <br /> Hopyard on to westbound Owens. With the recent Chick-fil-A development, additional <br /> land was acquired and staff began to move forward with the project. Quincy <br /> Engineering, one of the City's on-call consultants, was tasked with designing the <br /> roadway modifications necessary to construct the right turn pocket. However, as <br /> detailed design began it was quickly determined that there was insufficient land <br /> available to simply widen the street to the west for the right turn lane. Instead the entire <br /> intersection must be modified, including narrowing the median and shifting it to the east. <br /> The primary reason that the scope of work has been expanded is to accommodate <br /> standard bike lane widths on Hopyard as part of the improvements. <br /> The concept described in the General Plan did not include the now required bike lanes. <br /> The project has increased from an estimated $530,000 project to a $1.8 million project. <br /> The proposed scope of work will include all the necessary intersection improvement <br /> design and a Caltrans approval process. Staff recommends the award of the design <br /> contract to Quincy Engineering in the amount of $158,928. This amount is above the <br /> threshold of $75,000 threshold for staff award, therefore the agreement requires City <br /> Council approval. <br /> RECOMMENDATION <br /> 1. Approve the design professional services agreement with Quincy Engineering <br /> of Walnut Creek, California, for civil engineering services for the Hopyard Road <br /> and Owens Drive Intersection Improvements project, CIP No.15525, for a not- <br /> to-exceed amount of$158,928. <br /> 2. Authorize the City Manager to execute the agreement. <br /> FINANCIAL STATEMENT <br /> The anticipated total expenditure for this project is $1.8 million dollars, including <br /> approximately $200,000 for design and $1,600,000 for construction (see Attachment 1). <br /> Hopyard Road and Owens Drive Intersection Improvements, CIP No. 15525 has <br /> $530,000 in funding for design and construction, leaving a shortfall of $1.26 million <br />
