Exhibit A Title 20 Buildings and Construction Chapter 20.70 Expedited Permitting Process for Sy�Clean Energy Systems 20.70.010 Purpose 20.70.020 Definitions 20.70.030 Applicability 20.70.040 Solar Energy System Requirements 20.70.050 Electric Vehicle Charging Station Requirements Applications and Documents 20.70.060-Applications and Documents • • •• • • - - - - - -- - .. - 20.70.070 Permit Review and Inspection Requirements 20.70.010 Purpose The purpose of this chapter is to provide an expedited solar permitting process that complies with the Solar Rights Act and AB 2188 (Chapter 521, Statutes 2014, California Government Code Section 65850.5). and AB 1236 for electric vehicle charging stations (Chapter 598. Statutes 2015. California Government Code Section 65850.7) -in order to achieve timely and cost-effective installations of small residential rooftop solar energy systems by removing unreasonable barriers and minimizing costs to property owners. This chapter allows the city to achieve these goals while protecting the public health and safety. 20.70.020 Definitions For the purpose of this Chapter, the following terms shall have the following definitions: A. "Solar Energy System" means either of the following: 1. Any solar collector or other solar energy device whose primary purpose is to provide for the collection, storage, and distribution of solar energy for space heating, space cooling, electric generation, or water heating. 2. Any structural design feature of a building, whose primary purpose is to provide for the collection, storage, and distribution of solar energy for electricity generation, space heating or cooling, or for water heating. B. "Electric vehicle charging station' or 'cnarginq station' means any level of electric vehicle supply equipment station that is designed and built in compliance with Article 625 of the California Electrical Code, as it reads on the effective date of this Chapter, and delivers electricity from a source outside an electric vehicle into a plug-in electric vehicle. 13,C. "Small residential rooftop solar energy system" means a system that satisfies all of the following requirements: 1. A solar energy system that is no larger than 10 kilowatts alternating current nameplate rating or 30 kilowatts thermal. 2. A solar energy system that conforms to all applicable state fire, structural, electrical, and other building codes as adopted or amended by the City, and all state and City health and safety standards. 3. A solar energy system that is installed on a single or two family dwelling. 4. A solar panel or module array that does not exceed the maximum legal building height as defined by the City. GD. "Electronic submittal" means the utilization of e-mail, facsimile, or internet submittal as approved by the Chief Building Official. 1
