Mayor Thorne reopened public comment. <br /> Ha-Huang (Kathy), Kottinger Gardens, reported problems with her next-door neighbor who <br /> smokes consistently and the smell enters her home. Mayor Thorne stated that complex is already <br /> restricted and staff will follow up. <br /> Mayor Thorne closed the public comment. <br /> Councilmember Brown reported the concern of the Council and community is to protect people <br /> from public health risks of smoking and second-hand smoke. <br /> Assistant City Attorney Larissa Seto reported the definition of smoking includes recreational and <br /> medical marijuana. <br /> Councilmember Pentin added he would like to address the townhouse/condominium issue. <br /> Councilmember Olson commented on his involvement in prohibiting smoking in multi-family units <br /> and expressed concerns regarding enforcement. He encouraged residents to contact their <br /> building managers to enforce the no smoking rule. <br /> MOTION: It was m/s by Brown/Narum to introduce and waive first reading of Ordinance No. 2164 <br /> to add to the Pleasanton Municipal Code a new Chapter 9.26 Restrictions on Smoking in <br /> Multifamily Rental Apartments and a unifying amendment to §9.24.060 with direction that the City <br /> Attorney return with addition language with the goal of restricting smoking of medical marijuana <br /> products in multi-family housing units and have them use remote smoking sites such as cigarette <br /> smokers use and direct staff to return with consideration of ownership units such as townhouses <br /> and condominiums, and delete references to snuff, chewing tobacco, and dipping tobacco. <br /> Motion passed by the following vote: <br /> Ayes: Councilmembers Brown, Narum, Olson, Pentin, Mayor Thorne <br /> Noes: None <br /> Absent: None <br /> 19. Presentation of survey results on potential Civic Center and Library relocation to Bernal property <br /> Assistant City Manager Brian Dolan presented results of a survey on potential Civic Center and <br /> Library relocation to the Bernal property. He introduced and deferred to Curtis Below, Consultant <br /> with FM3. <br /> Mr. Below addressed the methodology, takeaways, results of specific survey questions, priorities, <br /> preferred plans/options, demographics, arguments for and against rebuilding, arguments for and <br /> against relocating, potential financing measures, and conclusions. <br /> Councilmember Olson asked regarding the rationale for asking people their political affiliation. Mr. <br /> Below reported that question was not asked, as it was part of the voter file. <br /> Councilmember Pentin asked regarding City buildings having historic value and Mr. Below <br /> reported they tried to use language/dialogue people have heard in the community. <br /> Councilmember Pentin opined asking that question skewed results. <br /> City Council Minutes Page 6 of 8 June 20,2017 <br />
