BACKGROUND <br /> In 1993 the City of Pleasanton prepared a Community Trails Master Plan to serve as a <br /> guide for future trail development in Pleasanton, and to be used as a long-range planning <br /> tool to assist the City during development review. The Master Plan located conceptual <br /> trail opportunities, set standards, and identified potential trail projects and costs. Since <br /> the Community Trails Master Plan was completed in 1993, the City has produced several <br /> Pedestrian and Bicycle Master Plans, but the focus of those plans has been on transit <br /> and cycling, not trails. With the significant amount of development within Pleasanton over <br /> the years, and the identification of trails in other various plans (Specific Plans, Master <br /> Plans, Design Guidelines, etc.), it has become apparent that a new trails master plan is <br /> required. <br /> The Trails Master Plan is necessary to identify and improve the trail system within the <br /> City, establish standards for existing and proposed trails, identify and rank priority <br /> projects, identify grant funding sources for those projects, show connections and identify <br /> opportunities with the regional trail system, and serve as the basis for all future trail <br /> development. <br /> The plan will serve as an addendum to the Pedestrian and Bicycle Master Plan and will <br /> replace the 1993 Community Trails Master Plan. Staff expects that the process will be <br /> similar to the Pedestrian and Bicycle Master Plan process and include a great deal of <br /> community outreach and several public meetings. <br /> The need for the Trails Master Plan was identified as a priority in the 2016 City Council <br /> Work Plan. Funds were budgeted for the project under CIP project no. 16734. Through a <br /> Request for Qualifications (RFQ) selection process the City selection committee chose <br /> TrailPeople as the most qualified firm to prepare the Trails Master Plan. <br /> DISCUSSION <br /> Three trail design firms each submitted a Statement of Qualifications (SOQs) in response <br /> to the advertised RFQ. City staff reviewed the SOQs and invited all firms for an interview. <br /> A panel of five City staff members (two representatives from Community Development, <br /> one from Community Services, one from Operations Services, and one from Engineering) <br /> along with a representative from the East Bay Regional Park District conducted the <br /> interviews. The three firms were: <br /> 1. Alta Planning + Design <br /> 2. Questa Engineering Corp. (Fehr & Peers as a sub-consultant) <br /> 3. TrailPeople, Landscape Architects and Planners (Fehr & Peers as a sub-consultant) <br /> Based on ratings of the SOQs and interviews staff recommends awarding the contract to <br /> TrailPeople. <br /> It is anticipated that the Plan will be completed by the fall of 2018. <br /> Page2of3 <br />
