Councilman McWilliams introduced emergency Ordinance No. 449 amending Ordinance <br />No. 341, Encroachment Ordinance, requiring that an encroachment permit be obtained <br />for the installation of all mail boxes in a public right -of -way. <br />It was moved by Councilman Gerton and seconded by Councilman Harding that the <br />reading of emergency Ordinance No. 449, be waived. <br />The roll call vote was as follows: <br />AYES: Councilmen Gerton, Harding, McWilliams and Vice -Mayor Bubics <br />NOES: None <br />ABSENT: Mayor Long <br />COMMUNICATIONS <br />Mr. Fales read a letter from Mr. Robert H. Cooper, representing the residents <br />of Trenery Drive and Mohr Avenue, requesting the City Council's expression regard- <br />ing the City entering into a contract with Alameda County for fire protection in <br />the subject unincorporated area. <br />It was moved by Councilman Harding and seconded by Councilman Gerton that the <br />City Council approve the proposed structural fire protection service to the area <br />in the vicinity of Trenery Drive and Mohr Avenue subject to the successful estab- <br />lishment of a County Service Area and negotiation of d contract with Alameda <br />County. <br />The roll call vote was as follows: <br />AYES: Councilmen Gerton, Harding, McWilliams and Vice -Mayor Bubics <br />Q0 NOES: None <br />ABSENT: Mayor Long <br />Mr. Fales read a letter from Mrs. E. B. Platt regarding the litter in and <br />around the City's trash cans. Mrs. Platt also suggested a "Clean -Up Day" be <br />designated. <br />Mr. Fales stated that he would contact one of the Service Clubs to see if <br />they are interested in making a project of this. <br />Mr. Pales read a letter from Mr. C. F. Green, Deputy District Engineer, State <br />Division of Highways, regarding Assembly Bill No. 3404 which added Section 74.5 <br />of the Streets and Highways Code. Mr. Green stated that sufficient uncertainty <br />about the meaning of this section has arisen and that the Division of Contracts <br />and Rights of Way is of the opinion that the best approach would be one of caution <br />and that a hearing should be advised whenever a local agency or' planning commis- <br />sion thereof intends to make a recommendation either for a State highway location <br />by the California Highway Commission or a route adoption by the Legislature. <br />ORDINANCES FOR ADOPTION (second reading) were not scheduled for this meeting. <br />1 <br />1 <br />MATTERS INITIATED BY COUNCIL MEMBERS <br />Councilman Gerton initiated discussion regarding the San Francisco Industrial <br />Park land and suggested a strong letter be written to the Mayor of San Francisco <br />relating the background'of the City's present thinking in this matter, and indi- <br />cating that the City is prepared to take action deleting this portion of land from <br />the General Plan as industrial potential unless the City of San Francisco will <br />guarantee a possibility of industrial land use in this area. <br />It was moved by Councilman Gerton and seconded by Councilman Harding that the <br />City Manager be instructed to draft a letter for the Mayor's signature to the <br />Mayor of San Francisco, explaining the City of Pleasanton's situation and possible <br />future alternatives that Pleasanton might take regarding the San Francisco Indus- <br />trial Park land, located within and adjacent to the City of Pleasanton. <br />The roll call vote was as follows: <br />AYES: Councilmen Gerton, Harding, McWilliams and Vice -Mayor Bubics <br />NOES: None <br />ABSENT: Mayor Long <br />Councilman Gerton also initiated discussion regarding low cost housing in <br />this area. After considerable discussion it was decided that Councilman Gerton <br />would report back to the City Council regarding the events of a relevent meeting <br />that he will attend, and that the Council should think about the possibility of <br />scheduling a study session on this matter. <br />Vice -Mayor Bubics recessed the meeting to an Executive Session at 10 :30 P.M. <br />Vice -Mayor Bubics reconvened the meeting at 11:10 P.M. <br />It was moved by Councilman Harding and seconded by Councilman Gerton that Resolu- <br />tion No. 66 -46, appointing Mr. James L. Crew, Attorney -at -Law, associated with <br />City Attorney William Struthers, to act as Deputy City Attorney in the absence of <br />the City Attorney, be adopted. <br />3. <br />39: <br />
