1 <br />MINUTES <br />of <br />THE MEETING <br />of <br />THE CITY COUNCIL <br />Pleasanton, California <br />April 4, 1966 <br />THE CITY COUNCIL met in Adjourned Regular Session at 7:30 P.M. on the above date <br />with Vice -Mayor Bubics presiding. <br />ROLL CALL by the City Clerk evidenced the following attendance: Councilmen Gerton, <br />Harding, McWilliams and Vice Mayor Bubics were present. Mayor Long was absent. Mr. <br />Fales, City Manager, Mr. Struthers, City Attorney, Mr. Campbell, City Engineer, <br />and Mrs. Woodward, City Clerk, were present. <br />PLEDGE OF ALLEGIANCE TO THE FLAG was led by Vice -Mayor Bubics. <br />MEETING OPEN FOR ANY MEMBER OF THE AUDIENCE TO ADDRESS THE COUNCIL <br />No one addressed the Chair. <br />C7 PUBLIC HEARINGS <br />00 lea o J ack Acord, 2273 Fairway Drive, San Leandro, from an adverse decision of <br />the Plannin: Commission in den in an a•plication for a Zoni Permit with Site <br />Plan, Architectural and Landscape Approval in order to construct a seven -unit <br />U multiple dwelling at 4795 Harrison St., in an RG -15 District <br />Vice -Mayor Bubics declared the Public Hearing open. <br />Mr. Fales read the report of the Planning Commission which stated that the <br />Commission at the meeting of March 9th, took action denying the subject zoning <br />permit for the following reasons: <br />1. The proposed site plan indicates a lack of adequate usable open <br />space on the site. This lack of usable open space would be detri- <br />mental to the subject development and to the public interest. <br />2. The proposed driveways and off - street parking areas are not ade- <br />quately planned, resulting in a profusion of asphalt areas on <br />the site. <br />3. The proposed architectural and landscaping plans indicate a lack <br />of imagination, resulting in a poor overall plan. Development in <br />accordance with the proposed plan would, in the opinion of the <br />Commission, be detrimental to the ultimate value of the subject <br />property, adjacent properties, and the neighborhood, resulting in <br />a downgrading of the surrounding area which would, in turn, be a <br />detriment and contrary to the public interest. <br />Mr. Fales read the Staff report which recommended approval providing certain <br />conditions are met. <br />Mr. Jack Acord, the owner and developer of this property, presented the archi- <br />tectural plans and explained the off - street parking and relocation of the refuse <br />cans. <br />The City Clerk reported that there had been no written communications regard- <br />ing this Public Hearing. <br />It was moved by Councilman Gerton and seconded by Councilman Harding that the <br />Public Hearing be closed. <br />The roll call vote was as follows: <br />AYES: Councilmen Gerton, Harding, McWilliams and Vice -Mayor Bubics <br />NOES: None <br />ABSENT: Mayor Long <br />After considerable discussion regarding this matter, it was moved by Council- <br />man Gerton and seconded by Councilman McWilliams that Resolution No. 66 -44, <br />approving the application of Jack Acord for a zoning permit with the following <br />conditions: (1) (2) (3) (4) <br />1. A more precise grading and drainage plan must be submitted for <br />review and approval by the City Engineer prior to the issuance <br />of a building permit. <br />2. All off - street parking areas, driveways and access aisles must <br />be paved to City standards with a minimum of 1A inches of asphalt <br />and 5 inches of aggregate base. All driveway approaches must be <br />constructed to City standards. <br />3. The existing planter strip adjacent to the curb must befilled with <br />concrete to City standards with tree pockets as indicated on the <br />approved site plan. If gravel cover is used in the tree pockets, <br />a minimum 3 -inch size aggregate must be used. As an alternate, a <br />loose brick cover on a sand base may be used. <br />1 <br />1 <br />35. <br />
