City Manager Report No. 70; General Plan Implementation; Financing of Fublic Im- <br />provements and Facilities <br />Mr. Fales suggested that this report be scheduled for a Study Session. Vice - <br />Mayor Bubics asked that this Study Session be scheduled for the meeting of March <br />28th. <br />,Re- Setting of Public Hearings; Annexations No. 41, 43 and 44 <br />Mr. Fales explained that due to the fact that the final property description <br />for these annexations were not approved by LAFC until very recently, even though <br />the annexations themselves were approved previously, the City Staff was not able <br />to properly publish notices of public hearings and therefore the Resolutions in- <br />volving these annexations would have to be amended, setting new public hearing <br />dates. <br />It was moved by Councilman McWilliams and seconded by Councilman Gerton that <br />Resolution No. 66 -35, amending Resolution No. 66 -20, setting the public hearing for <br />Annexation No. 41, Hansen -Giger Home Ranch Annex, for 8:00 P.M. on May 9, 1966, <br />be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmen Gerton, Harding, McWilliams and Vice -Mayor Bubics <br />NOES: None <br />ABSENT: Mayor Long <br />C\1 It was moved by Councilman Harding and seconded by Councilman McWilliams that <br />Resolution No. 66 -36, amending Resolution No. 66 -26, Annexation No. 43, Jorgensen <br />Annex, setting the public hearing at 8:00 P.M. on May 9, 1966, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmen Gerton, Harding McWilliams and Vice -Mayor Bubics <br />NOES: None <br />ABSENT: Mayor Long <br />It was moved by Councilman McWilliams and seconded by Councilman Gerton that <br />Resolution No. 66 -37, amending Resolution No. 66 -27, Annexation No. 44, Amaral <br />Annex, setting the public hearing at 8:00 P.M. on May 9, 1966, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmen Gerton, Harding, McWilliams and Vice -Mayor Bubics <br />NOES: None <br />ABSENT: Mayor Long <br />Method of Canvass for Election Returns <br />Mr. Fales read a memorandum from the City Clerk which stated that in accordance <br />with Section 22932.5 of the Elections Code, the City Council may order by resolu- <br />tion the canvass of returns of the election to be made by the City Clerk, thus <br />eliminating the time the Councilmen would spend in performing the clerical work <br />of the canvass. <br />It was moved by Councilman Gerton and seconded by Councilman McWilliams that <br />Resolution No. 66 -38, directing the City Clerk to conduct the canvass and certify <br />the results of the April 12, 1966, General Municipal Election to the City Council <br />on April 19, 1966, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmen Gerton, Harding, McWilliams and Vice -Mayor Bubics <br />NOES: None <br />ABSENT: Mayor Long <br />Use of Gas Lighting System; Tract No. 2796 (Pleasanton Valley) <br />Mr. Fales stated that the use of a gas lighting system in Tract No. 2796 had <br />been approved by the City Council "in principal" but subjected to two primary <br />conditions: Namely, that the deed restrictions bind the property owner for care <br />and maintenance of the lights to a degree satisfactory to the City; and, that <br />the Police Chief, Fire Chief and the City Engineer should be satisfied that this <br />proposed gaslight system will provide sufficient on- street lighting and also that <br />the candle -power relationship between the gaslights and the normal street light- <br />ing system be determined. Mr. Fales indicated that at this time he had insuffi- <br />cient information to make a recommendation but would as soon as possible. <br />Vice -Mayor Bubics recessed the meeting at 10 :25 P.M. in order that the Coun- <br />cilmen may view the gaslight display in the parking lot adjacent to the Council <br />Chambers. <br />Vice -Mayor Bubics reconvened the meeting at 10 :35 P.M. <br />Mr. Struthers read the proposed covenant and deed restrictions which were in- <br />formally approved by the Council. <br />Alameda County Highway Advises Committee Recommendations, 1967 -1968 <br />Mr. Fales reported on this matter and recommended to the City Council that a <br />resolution be adopted urging the early construction of the El Charro -Croak Road <br />Interchange which would help remove gravel truck traffic from the City streets. <br />1 <br />1 <br />
