Judge William Gale, representing Mr. Doweras Safreno who owns two parcels of property <br />on the east side of First, Street between Spring Street and Vineyard Avenue, requested <br />that this property be changed from the high density residential use as indicated on <br />the Proposed General Plan td Commercial usage. <br />After considerable discussion Mayor Long stated that this item would be referred to <br />the Planning Commission: <br />Commercial Areas <br />Livingston and Blayney indicated a proposed change in the General Plan text relating <br />to neighborhood shopping centers; suggesting that reference to such centers being "4 <br />to 6 acres" in size be amended to read "5 to 8 acres <br />Mr. Blayney explained that such a change would not affect the basic structure or role <br />of the neighborhood center, but would only recognize increases off-street parking and <br />landscaping requirements, in addition to the larger -sized main elements in such <br />centers; the example provided being the increases size of "super- markets <br />Mr. Percival Scales, representing Essenor Investments, stated that he is prepared to <br />proceed with Safeway Stores and Mr. Orloff in purchasing 81/2 acres at the Valley Ave. <br />Corner at Santa Rita Road instead of the Black Avenue corner at Santa Rita Road. He <br />expressed objection to the shopping center containing a maximum of 60,000 sq. ft. of <br />floor area. He also requested that the proposed neighborhood center site be considere <br />as commercial usage. Mr. Fales advised him that this was a matter of zoning. <br />Industrial Areas <br />A letter was read by Mr. Fales from the General Electric Co. dated February 9, 1965, <br />signed by E. W. O'Rorke, General Manager of the Irradiation Processing Operation, <br />requesting that the property of General Electric in Rounte 84 Freeway on the south, <br />Pico Avenue and the West, and the Livermore Ridge to the north and east be designated <br />as General Industrial instead of Limited Industrial because of the Company's involve- <br />ment in isotope production which is not a research and development type operation. <br />Mr. Blayney suggested that the problem outlined in the letter would be solved by in- <br />serting on the General Plan map an abstract -type circle indicating some "General <br />Industrial" use on the General Electric site, by leaving the majority of the site in <br />the "Limited Industrial" category. <br />Mr. Rollin Cunningham, representative of the Morman Church requested that the 135 <br />acres located north of the City Limits on Hopyard Rd., owned by the church, be with <br />drawned from the New General Plan unless this property will be zoned for residential <br />usage. <br />Mr. Kenneth Volk, Volk- McLain Communities Inc. requested that his property be withdraw <br />from the New General Plan if it was to be designated for Industrial Development. He <br />elaborated the reasons given in his letter that was read by Mr. Fales earlier in the <br />meeting. Mr. Volk also displayed maps of his property and stated that the overall <br />new General Plan was too heavily oriented for industrial usage. <br />Mayor Long recessed the Public Hearing at 11:32 P.M. to continue at 9:00 P.M. on Feb. <br />23rd. <br />Mayor Long recessed the meeting at 11:35 P.M. <br />Mayor Long reconvened the meeting at 11:40 P.M. <br />Mr. Fales stated that if the Council wishes to change any of the suggested modificat- <br />ion recommended by the Commission on January 29 or make any additional changes which <br />the Commission did not recommend, these matters must be referred to the Commission for <br />report back to the Council on March 1, 1965. <br />It was moved by Councilman Cairo and seconded by Councilman McWilliams that the matter <br />of changing the land use on the east side of First St. between spring St. Vineyard <br />Ave. from high density residential to commercial usage be reconsidered by the Planning <br />Commission. <br />The roll call vote was as follows: <br />AYES: Councilmen Bubics, Cairo and McWilliams <br />NOES: Councilmen Harding Mayor Long <br />ABSENT: None <br />It was moved by Councilman Cairo and seconded by Councilman Harding that the General <br />Plan Text printed on the back of the map of the New General Plan be changed to read <br />"medium density sectors" instead of "medium density neighborhoods." <br />The roll call vote was as follows: <br />AYES: Councilmen Bubics, Cairo, Harding, McWilliams and Mayor Long. <br />NOES: None <br />ABSENT: None <br />
