RESOLUTION NO. 17-956 <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANTON <br /> AUTHORIZING APPROPRIATION OF $101,441 IN FY2017/18 FROM THE LOWER <br /> INCOME HOUSING FUND AND EXECUTION OF PROFESSIONAL SERVICES <br /> AGREEMENTS WITH HELLO HOUSING AND ECHO HOUSING FOR FIRST TIME <br /> HOMEBUYER PROGRAM ADMINISTRATION AND EDUCATION SERVICES. <br /> WHEREAS, in 2014, the City of Pleasanton collaborated with the cities of Livermore and <br /> Dublin to issue a Request for Proposals to identify agencies that could support administration and <br /> compliance monitoring for their respective below market rate (BMR) home ownership and first- <br /> time homebuyer loan programs; and <br /> WHEREAS, Hello Housing was selected as the agency most qualified to provide the range <br /> of administration services needed by the cities, and ECHO Housing was selected as the agency <br /> most qualified to provide homebuyer education services; and <br /> WHEREAS, the City of Pleasanton entered a professional services agreement with Hello <br /> Housing in the amount of $77,908 in January 2016 for the 18-month period of January 2016 <br /> through June 2017 to provide, administration services for the City of Pleasanton's <br /> Homeownership Assistance Program (PHAP); and <br /> WHEREAS, the City of Pleasanton entered a professional services agreement with ECHO <br /> Housing in the amount of $82,500 in January 2016 for the 18-month period of January 2016 <br /> through June 2017 to provide homebuyer education services for first-time homebuyers <br /> purchasing homes through the PHAP; and <br /> WHEREAS, Hello Housing's 2016-2017 professional services agreement has an unspent <br /> balance of $35,493 that is proposed to be carried over to the FY2017/18 professional services <br /> agreement, thereby reducing the amount of funding appropriation required in FY2017/18 from the <br /> Lower Income Housing Fund; and <br /> WHEREAS, the City of Pleasanton wishes to enter professional services agreements with <br /> both Hello Housing and ECHO Housing for the 2017/18 fiscal year so that these essential services <br /> may continue to be provided for current and incoming new homeowner residents of the City of <br /> Pleasanton; and <br /> WHEREAS, the City Council finds that the use of local City Lower Income Housing Funds <br /> for these types of housing services is an appropriate use under the policies and guidelines <br /> adopted for the Lower Income Housing Fund in 1994 (Resolution No. 94-80); and <br /> WHEREAS, at its meeting of June 20, 2017, the City Council reviewed the report of the <br /> Assistant City Manager regarding the approval of professional services agreements with Hello <br /> Housing and ECHO Housing. <br /> NOW, THEREFORE BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF <br /> PLEASANTON DOES RESOLVE, DECLARE, DETERMINE AND ORDER THE FOLLOWING: <br />
