RESOLUTION NO. 17-944 <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANTON, TO <br /> AUTHORIZE THE INSTALLATION OF ONE PARKLET AND ONE BICYCLE CORRAL <br /> FOR PUBLIC USE ON WEST ANGELA STREET <br /> WHEREAS, through the Downtown Specific Plan Update process to-date and with <br /> adoption of the Downtown Parking Strategy and Implementation Plan, there has been community <br /> and City Council interest in expanding outdoor seating and dining, as well as bicycle parking <br /> throughout the Downtown; and <br /> WHEREAS, parklets are a public outdoor seating area in space currently used for vehicle <br /> parking. Parklets are a cost-effective means of expanding public space on a street. They provide <br /> an area to eat, interact, and/or relax and they enhance the pedestrian environment; and <br /> WHEREAS, bicycle corrals can accommodate 8-16 bicycle parking spaces without <br /> impeding pedestrian walkways by occupying one car parking space; and <br /> WHEREAS, a City Traffic Engineer prepared bicycle corral design drawings and parklet <br /> design drawings incorporating all of the National Association of City Transportation Officials <br /> (NACTO) critical design standards to ensure it can be safely used and meets all accessibility and <br /> environmental requirements; and <br /> WHEREAS, on its meeting of June 20, 2017, the City Council reviewed the pilot parklet <br /> and bicycle corral project; and <br /> WHEREAS, the City Council determined the project is categorically exempt from the <br /> California Environmental Quality Act (CEQA) pursuant to section 15301 of the CEQA Guidelines, <br /> as it consists of a minor alteration of an existing public facility. <br /> NOW, THEREFORE BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF <br /> PLEASANTON DOES RESOLVE, DECLARE, DETERMINE AND ORDER THE FOLLOWING: <br /> SECTION 1. Authorize the installation of one parklet and one bicycle corral for public <br /> use on West Angela Street, replacing 3 on-street parking spaces, for a trial period that will run <br /> through Summer 2018; <br /> PASSED, APPROVED AND ADOPTED by the City Council of the City of Pleasanton at <br /> a regular meeting held on June 20, 2017. <br /> I, Karen Diaz, City Clerk of the City of Pleasanton, California, certify that the foregoing <br /> resolution was adopted by the City Council at a regular meeting held on the 20th day of June, <br /> 2017, by the following vote: <br /> Ayes: Councilmembers Brown, Narum, Olson, Pentin, Mayor Thorne <br /> Noes: None <br /> Absent: None <br /> Abstain: None <br />
