Ordinance No. 1894
Page 3 California provided hundreds of examples of damage to buildings of light frame
construction. The poor soil that these foundations must rely on to hold up buildings is of
vital importance to constructing a building. It is sensible then that the seismic provisions
for structural steel buildings be the most up to date national standards. It is imperative
for a city, like the City of Pleasanton, in seismic zone 4 to require that the design methods
for load and resistance factor design (LRFD), deformation compatibility, basic, vertical
and alternate load combinations, horizontal distribution, horizontal torsional moments
and story drift as well as allowable stress design be of the highest standard followed
among the most current national standards.
WHEREAS, the City Council finds that because of the reasons stated, the State of California adopted
Building Standards Code, Specifications, and Standards in their entirety do not
adequately address the life safety requirements of the City of Pleasanton; and
WHEREAS, the City Council finds that because of the local topography and recent seismic activity
and pursuant to Health and Safety Code Section 18941.5, the requirements of the
Pleasanton Municipal Code Section 20.08.056, the codes and standards of this Ordinance
are necessary for the health, safety and welfare of the residents of the City of Pleasanton;
THE CITY COUNCIL OF THE CITY OF PLEASANTON DOES HEREBY ORDAIN AS FOLLOWS:
Section 1. Chapter 20.08.056 of the Pleasanton Municipal Code is hereby amended to read as
follows:

Section 2.

Section 3.

Section 20.08.056, Section 2211 Design Methods,
Section 2211 Design Methods of the California Building Standards Code 2001 Edition
(24 C.C.R.), and including by reference the Uniform Building Code, 1997 Edition, parts
1, 2 and 3 is amended to read as follows:
Section 2211. Design Methods. When the load combinations from Section
1612.2 for LRFD are used, structural steel buildings shall be designed in
accordance with Chapter 22 Division II (AISC-LRFD) and Part I of AISC-
Seismic as modified by this Division.

When the load combinations from Section 1612.3 for ASD are used, structural
steel buildings shall be designed in accordance with Chapter 22 Division HI
(AISC-ASD) and Part III of AISC-Seismic as modified by this Division.
A sununary of this ordinance shall be published once within fifteen (15) days
after its adoption in "The Valley Times," a newspaper of general circulation
published in the City of Pleasanton, and the complete ordinance shall be posted
for fifteen (15) days in the City Clerk's office within ilfteen (15) days after its
adoption.

This ordinance shall be effective thirty (30) days after the date of its final passage
and adoption.
