fiscal year, 4-year funding sources, comparison of resources versus expenditures, planned <br /> expenditures by category, repair and replacement projects versus new or enhanced projects, and <br /> funded City Council priorities. <br /> In response to Councilmember Pentin, staff confirmed that Stanley Boulevard interchange <br /> improvements are long-term improvements. <br /> Director of Finance Olson presented samples of funded City Council priorities, Johnson Drive <br /> EDZ transportation improvements, repair and replacement projects, allocations of $10.3 million <br /> general fund, and a summary of reserves. <br /> Councilmember Narum asked regarding Traffic Impact Fees and Director of Finance Olson <br /> explained developers pay various developer fees to pay for City-wide impacts that happen in <br /> development. Traffic Impact Fees pay for impacts of development to transportation and can only <br /> be used for specific projects. Development Impact Fees cannot be used for the General Fund but <br /> rather, must be used for specific projects. <br /> Councilmember Olson commented on funding for Fire Station No. 3 noting developer fees have <br /> already been collected. He wondered regarding carry-over projects, noted these are projects that <br /> were not completed in the previous fiscal year and asked regarding the relationship with the <br /> ending street funds balance. Director of Finance Olson noted these are not related and stated <br /> staff can return with additional information another time. <br /> Councilmember Brown asked for clarification regarding an annual trash capture device and staff <br /> reported that as part of the City's Municipal Regional Permit for operating a storm water system, <br /> the City must capture trash and report the amount of trash being diverted from the Arroyos. City <br /> Manager Fialho added it includes storm drain capture devices seen on streets. Councilmember <br /> Brown asked and City Manager Fialho confirmed that Developer Impact Fees need to be spent on <br /> projects identified in the General Plan. City Council would determine projects where those fees <br /> can be spent. She noted that neither Stoneridge Drive nor Johnson Drive EDZ are identified in the <br /> General Plan. City Manager Fialho reported two-thirds of the expenses associated with the <br /> Johnson Drive EDZ are impacts caused by the developer and the expectation is the developer <br /> pays for those costs. If Council decides to put the Johnson Drive EDZ into the General Plan, then <br /> those fees could be used in the development area. Mr. Fialho explained they can be used for <br /> improvements in and around the area identified in the General Plan. It cannot be used for <br /> mitigations that are caused by the impacts associated with Costco. <br /> Brief discussion followed regarding other sources of funds. <br /> Mayor Thorne opened the item to public comment. <br /> Sharon Piekarski thanked everyone involved in the Bicycle Master Plan, addressed funding in the <br /> CIP budget and expressed concerns regarding annual allocations of Bicycle and Pedestrian <br /> projects adding that they might not be sufficient to meet the one-corridor per year goal. She hoped <br /> the City will set aside reserves to build possible short-falls in grant funding to ensure the goals in <br /> the Bicycle and Pedestrian Plan are met. <br /> Mayor Thorne closed public comment. <br /> MATTERS INITIATED BY COUNCIL - None <br /> City Council Minutes Page 7 of 8 June 6, 2017 <br />
