Mayor Thorne reported the State has much more stringent standards than the Federal Government and <br /> the City is subject to and complies with State standards. What the current administration did in terms of <br /> withdrawing from the Paris Agreement, does not impact the City. <br /> City Manager Fialho stated staff can provide a status update on the City's Climate Action Plan after it <br /> researches the matter. <br /> Ann King and Rosemary Young, Tri-Valley Haven, spoke regarding the upcoming Feed Tri-Valley event <br /> and explained it is a collaboration of groups from the Tri-Valley that got together to impact hunger in the <br /> area and encourage people to give locally. <br /> Rob Rubin referenced SB 649 and asked what the City is doing to protect the public in terms of Wi-Fi <br /> and its impact on schools. Mayor Thorne asked staff to follow-up with Mr. Rubin. <br /> PUBLIC HEARINGS AND OTHER MATTERS <br /> 14. Review and comment on the Pedestrian and Bicycle Master Plan Update <br /> City Traffic Engineer Mike Tassano acknowledged the attendance of several members of the <br /> Pedestrian, Bicycle and Trails Committee and thanked them for their work as well as Associate <br /> Traffic Engineer Matt Nelson. He presented details of the report addressing background and <br /> including public input, establishing goals and changing focus to completing corridors. Mr. Tassano <br /> presented the prioritization list, changes from the 2010 plan and funding. He addressed corridor <br /> versus individual projects, funding, and recommendations. <br /> Mayor Thorne stated there is a rumor regarding the possibility of removing a lane from Las <br /> Positas and City Traffic Engineer Tassano reported the Plan is only a roadmap and does not <br /> designate or presuppose that to provide the desired facility a lane must be removed. Such <br /> decisions will ultimately, be up to City Council and each section is treated individually. Mr. <br /> Tassano addressed enforcement noting the differences in priorities between motor citations and <br /> bicycle/pedestrian issues. Additionally, in response to a question by Mayor Thorne, Traffic <br /> Engineer Tassano commented on the rules of the road on bicycle boulevards. <br /> Councilmember Brown referenced an email received from a bicyclist who reported using Google <br /> to determine a route and was directed to an unsafe route. She wondered if there will be any <br /> communication between the City mapping applications such as Google Maps. City Traffic <br /> Engineer Tassano reported that to date, there has been no coordination with larger mapping <br /> agencies relative to safe bicycling trails. In reply to an inquiry by Councilmember Brown, City <br /> Traffic Engineer Tassano reported the City's website has information regarding safe routes to <br /> elementary and middle schools. He added it is the intent and goal to have a path on Foothill for <br /> pedestrians, joggers and cyclists. <br /> In response to a question from Councilmember Pentin, City Manager Fialho reported the <br /> Executive Summary identified a minimum of 70% time to be dedicated to the implementation of <br /> the plan, through internal staffing. He added that staff will identify resources for implementing of <br /> the plan, including consulting services, it may not result in the hiring of staff. <br /> Councilmember Pentin noted the existence of funds in related projects that could be applied <br /> towards total costs of the plan. <br /> City Manager Fialho added there is about $5 million in CIP that would result in improved safety, <br /> City-wide.
