THE CITY OF _ <br /> CITY COUNCIL AGENDA REPORT 6 <br /> I <br /> pLEASANTON0 <br /> June 20, 2017 <br /> Engineering <br /> TITLE: 2017-18 ANNUAL ASSESSMENTS FOR LIGHTING AND LANDSCAPE <br /> MAINTENANCE DISTRICTS 1984-1 (PONDEROSA-DEL PRADO), 1993-1 <br /> (WINDSOR), 1993-2 (BONDE RANCH), 1994-1 (OAK TREE FARM) AND <br /> 1995-1 (MOLLER RANCH) <br /> SUMMARY <br /> The annual assessments for the maintenance of Lighting and Landscape Maintenance <br /> Districts in the Ponderosa-Del Prado, Windsor, Bonde Ranch, Oak Tree Farm, and <br /> Moller Ranch subdivisions have been calculated for fiscal year 2017-18. For each <br /> assessment district, annual assessments will remain the same as last year. <br /> RECOMMENDATION <br /> 1. Open and hold a Public Hearing to receive comments regarding the levy of annual <br /> assessments for each of the Lighting and Landscape Maintenance Districts. <br /> 2. Adopt a resolution confirming the Engineer's Report, and levying assessments for <br /> each of the Lighting and Landscape Maintenance Districts. <br /> 3. Appropriate $11,560 from the applicable City Funds (General Fund, Water Fund and <br /> Sewer Fund) to the respective Lighting and Landscape Maintenance Districts. <br /> FINANCIAL STATEMENT <br /> There will be a small fiscal impact to the City as a result of Proposition 218. As the City <br /> determined that the nearly mile-long landscape strip that is located along the eastern <br /> bank of the Arroyo de la Laguna in the Ponderosa Homes Del Prado subdivision is of <br /> "general benefit", the City will pay approximately $9,703 for its maintenance including <br /> water, electrical, and a reserve for emergency repairs. In addition, the City owns one or <br /> more parcels of land in four of the five Lighting and Landscape Maintenance Districts <br /> (Districts). These parcels contain various City utilities, such as water tanks, sewer lift <br /> stations, and water pump stations. The City will pay approximately $17 for the parcel in <br /> District 1984-1, $253 for the parcel in District 1993-2, $466 for the parcel in District <br /> 1994-1, and $1,121 for the two parcels in District 1995-1. Staff recommends <br /> appropriating $10,746 from the General Fund for the parcels including the Arroyo de la <br /> Laguna, the park parcel in District 1984-1, the sewer lift station parcel in District 1994-1, <br /> and the staging area in District 1995-1; and appropriating $814 from the Water <br /> Operating Fund for the water tank in District 1993-2 and the water tank in District 1995- <br /> 1. It is staff's intention to continue administering contracts with private contractors for <br /> the maintenance of these districts. <br />
