T H E C I T Y O F C\-==-3) <br /> ~' ® CITY COUNCIL AGENDA REPORT <br /> pLEASANTON. <br /> June 20, 2017 <br /> Community Development <br /> Building Division <br /> TITLE: APPROVE PROFESSIONAL SERVICES AGREEMENTS WITH CEL <br /> CONSULTING, INC., 4LEAF, INC., SHUMS CODA ASSOCIATES, TRB <br /> & ASSOCIATES, INC., AND WEST COAST CODE CONSULTANTS, <br /> INC., TO PROVIDE ON-CALL BUILDING AND FIRE CODE PLAN <br /> REVIEW, PERMIT COUNTER AND INSPECTION SERVICES <br /> SUMMARY <br /> The City has historically used outside consultants to augment our in-house staff for on- <br /> call building and fire code plan review, inspection and permit counter services. These <br /> agreements are necessary to ensure adequate Community Development Department <br /> and Fire Department resources are available to meet the demand for permitting- and <br /> construction-related services. <br /> The City Budget for FY17/18 anticipates $1,100,000 in annual building and fire code <br /> plan review service expenses, and, as such, we are proposing agreements with CEL <br /> Consulting, Inc., 4LEAF, Inc., Shums Coda Associates, TRB + Associates, Inc., and <br /> West Coast Code Consultants, Inc., to provide these services. However, depending on <br /> the amount of planned construction activity, plan review service demand may result in <br /> fees that exceed this amount. To address this potential situation, staff also recommends <br /> that the Community Development Director be authorized to reallocate each individual <br /> consultant firm maximum, and to authorize the City Manager to approve increases to <br /> the maximum contract amounts to meet the service demand. The City Manager <br /> authorization to increase the total amount was recommended in prior Agreements, and <br /> was most recently approved by the City Council in July 2012. <br /> RECOMMENDATION <br /> 1. Approve the Professional Services Agreement with CEL Consulting, Inc. and <br /> West Coast Code Consultants, Inc. to provide on-call building and fire code plan <br /> review, inspection and permit counter services for the not-to-exceed amount of <br /> $250,000, effective through FY 2018-19, with up to two one-year extensions if <br /> approved by the City. <br /> 2. Approve the Professional Services Agreement with 4Leaf, Inc., Shums Coda <br /> Associates and TRB + Associates, Inc., to provide on-call building and fire code <br /> plan review, inspection and permit counter services for the not-to-exceed amount <br /> of $200,000, effective through FY 2018-19, with up to two one-year extensions if <br /> approved by the City. <br />
