ATTACHMENT 2 RESOLUTION NO. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANTON, TO AUTHORIZE THE INSTALLATION OF ONE PARKLET AND ONE BICYCLE CORRAL FOR PUBLIC USE ON WEST ANGELA STREET WHEREAS, through the Downtown Specific Plan Update process to-date and with adoption of the Downtown Parking Strategy and Implementation Plan, there has been community and City Council interest in expanding outdoor seating and dining, as well as bicycle parking throughout the Downtown; and WHEREAS, parklets are a public outdoor seating area in space currently used for vehicle parking. Parklets are a cost-effective means of expanding public space on a street. They provide an area to eat, interact, and/or relax and they enhance the pedestrian environment; and WHEREAS, bicycle corrals can accommodate 8-16 bicycle parking spaces without impeding pedestrian walkways by occupying one car parking space; and WHEREAS, a City Traffic Engineer prepared bicycle corral design drawings and parklet design drawings incorporating all of the National Association of City Transportation Officials (NACTO) critical design standards to ensure it can be safely used and meets all accessibility and environmental requirements; and WHEREAS, on its meeting of June 6, 2017, the City Council reviewed the pilot parklet and bicycle corral project; and WHEREAS, the City Council determined the project is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to section 15301 of the CEQA Guidelines, as it consists of a minor alteration of an existing public facility. NOW, THEREFORE BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF PLEASANTON DOES RESOLVE, DECLARE, DETERMINE AND ORDER THE FOLLOWING: SECTION 1. Authorize the installation of one parklet and one bicycle corral for public use on West Angela Street, replacing 3 on-street parking spaces, for a trial period that will run through Summer 2018; SECTION 2. City Clerk shall certify to the passage of this resolution and enter it into the book of original resolutions.
