The bicycle corral is proposed across the street from the parklet on <br /> the south side of West Angela Street at the corner of Angela and Main streets (adjacent <br /> to Peet's Plaza). The bicycle corral will be installed in the location of one on-street <br /> parking space. <br /> The street width has adequate dimensions to accommodate the proposed parklet, <br /> bicycle corral, and passing traffic. The proposed locations do not conflict with utilities, <br /> transit, or other required access, and would not interfere with driver sight lines or create <br /> other motor vehicle/pedestrian hazards. In addition to the technical merits of this <br /> location, it also happens to be one of the primary focal points for events like the <br /> Farmers' Market. <br /> Outreach Efforts <br /> Staff met with the adjacent property and business owners and the Pleasanton <br /> Downtown Association to discuss the proposed pilot project. All constituents are <br /> supportive of the proposed pilot projects. If the parklet and bicycle corral become <br /> permanent, staff will conduct more extensive outreach and collaboration. <br /> At their meeting on May 22, 2017, the Bicycle, Pedestrian, and Trails Committee <br /> reviewed three potential bicycle rack options including low profile wheel lock racks, <br /> racks for locking the frame of the bike, and a hybrid approach incorporating both styles. <br /> The Committee supported a hybrid approach to accommodate the largest range of <br /> users as part of the pilot project. <br /> Pilot Project Timeframe <br /> Staff recommends the pilot project last approximately 12-14 months (dependent on <br /> installation date) and last through the end of the Summer 2018. This would allow the <br /> pilot project to be used through a full year of seasons and events. Through the project's <br /> duration, staff will monitor the performance of the parklet and bicycle corral. This may <br /> include: conducting parklet and bicycle parking occupancy surveys, collecting online <br /> comments through surveys, and communicating with adjacent businesses to gather <br /> further feedback. <br /> Design, Safety, and Construction <br /> The proposed parklet is intended to be temporary, but look and feel stable, safe, <br /> comfortable, and attract community use. The parklet will include planters with a plant <br /> palette appropriate for the Downtown and furniture for public use. There will also be <br /> signage notifying the community about the pilot project and asking for feedback. The <br /> proposed parklet incorporates all of the National Association of City Transportation <br /> Officials (NACTO) critical design standards to ensure it can be safely used and meets <br /> all accessibility and environmental requirements. <br /> The proposed bicycle corral will include up to 14 bicycle parking spaces with two <br /> different styles of bike racks to encourage a variety of users. Some bicyclists prefer <br /> locking their entire frame to a bike rack, while others are looking to store their bicycle in <br /> a low profile rack that does not touch the bicycle frame <br /> Page 3 of 4 <br />
