THE CITY OF ` <br /> CITY COUNCIL AGENDA REPORT <br /> pL£ASANTON. <br /> June 20, 2017 <br /> City Manager <br /> TITLE: APPROVE PROFESSIONAL SERVICES AGREEMENTS WITH HELLO <br /> HOUSING AND ECHO HOUSING FOR FIRST TIME HOMEBUYER <br /> PROGRAM ADMINISTRATION SERVICES FOR JULY 2017 THROUGH <br /> JUNE 2018 <br /> SUMMARY <br /> In 2014, the City collaborated with the cities of Livermore and Dublin to issue a Request <br /> for Proposals to identify agencies that could support administration and compliance <br /> monitoring for their respective below market rate homeownership and first time <br /> homebuyer loan programs. A similar process was conducted in 2015 to identify agencies <br /> that could provide homebuyer education services. Hello Housing and ECHO Housing <br /> were identified as the agencies most qualified to provide these services and both entered <br /> into professional services agreements with the City of Pleasanton in January 2016 to <br /> provide, respectively, first time homebuyer program administration services and <br /> homebuyer education counseling services for an 18-month term that ends on June 30, <br /> 2017. Both agencies have effectively managed the programs over the past eighteen <br /> months, and staff is recommending that the City enter into new professional services <br /> agreements with each agency to continue providing these essential homebuyer program <br /> administration services. <br /> RECOMMENDATION <br /> Adopt the attached resolution: <br /> 1. Approving the Professional Services Agreement with Hello Housing to provide first- <br /> time homebuyer program administration services for an amount not to exceed <br /> $81,934 for the period July 1, 2017 through June 30, 2018; <br /> 2. Approving the Professional Services Agreement with ECHO Housing to provide <br /> first-time homebuyer program administration services for an amount not to exceed <br /> $55,000 for the period July 1, 2017 through June 30, 2018; <br /> 3. Authorizing the City Manager to execute the subject agreements; and <br /> 4. Amending the Operating Budget by appropriating $101,441 from the Lower Income <br /> Housing Fund to cover the cost of these services. <br /> FINANCIAL STATEMENT <br /> Approval of the two (2) professional services agreements will result in a total expenditure <br /> of $101,441 from the City's Lower Income Housing Fund in fiscal year 2017/18. <br /> The fiscal year 2017/18 professional services agreement with Hello Housing includes <br /> $81,934 in service delivery expenses proposed to be paid from the City's Lower Income <br />
