Mary Roberts expressed concerns regarding the gate designs and not having a way to get out of <br /> the area when the gates are closed. She suggested the need to consider other construction going <br /> on in the area requiring the movement of large vehicles. She reported the arroyo overflowed this <br /> year, because of the rain, and suggested getting rid of the equestrian part of the trail and <br /> increasing signage. <br /> In response to Councilmember Olson's question, Ms. Roberts noted her path to get out of the <br /> area. <br /> Julia Alsbey reported closing Machado Court will negatively impact her ability to get out of the <br /> neighborhood. She expressed concerns regarding increased traffic and decreased visibility and <br /> public safety. She urged City Council to reconsider the closure of Machado Court. <br /> Michelle Sezen commented positively on the proposed trail, but expressed concern regarding the <br /> proposed closure of Machado Court. She referenced the intersection of Old Vineyard and <br /> Mongolia, and worried about increased traffic, decreased visibility and bicyclist and pedestrian <br /> safety. <br /> Nicholas Pak commented positively on the planning done so far relative to improving the trail but <br /> asked that the plan be amended to allow exit only, on Machado Court. <br /> Mayor Thorne closed the public hearing. <br /> In response to Mayor Thorne's question, City Traffic Engineer Mike Tassano addressed options <br /> for controlling traffic in the area. He addressed the residential density, traffic volumes and visibility <br /> in the area. <br /> It was noted that staff worked with the U.S. Post Office regarding access to the area and they <br /> were satisfied with the City's plans. <br /> Mayor Thorne asked staff to consider the matter of the U.S. Post Office not providing service to <br /> specific areas. <br /> Councilmember Narum asked about visibility off Michado and Mr. Tassano reported he checked <br /> the area, personally, and did not experience decreased visibility. Additionally, he reported <br /> residents have indicated wanting a wide equestrian trail so they can ride side-by-side and <br /> reported the matter of making Machado Court a one-way exit, would need to be studied. <br /> In response to Councilmember Olson's question, Mr. Tassano reported going one-way on <br /> Machado Court would not impact the existing Fire Station. <br /> Councilmember Brown stressed the importance of increased visibility and asked staff to review <br /> the matter. In response to her question regarding the possibility of eliminating the equestrian trail, <br /> staff stated it would require a Specific Plan Amendment. <br /> Mayor Thorne clarified an earlier statement relative to bifurcating City Council's <br /> recommendations. <br /> It was noted that Phases 2 and 3 are the subjects of discussion now.
