MEETING OPEN TO THE PUBLIC <br /> 11. Presentation of a Proclamation declaring Amber Hall as 2017 Pleasanton Ambassadog <br /> A representative of the Valley Humane Society spoke about the City's dedication to its canine <br /> residents, commented on the Ambassadog program and thanked the City for the recognition. <br /> Councilmember Narum read and presented a Proclamation declaring Amber Hall as the 2017 <br /> Pleasanton Ambassadog. <br /> 12. Presentation by Pleasanton Partnerships in Education (PPIE) <br /> Steve McCoy Thompson, Executive Director for PPIE displayed a presentation regarding PPIE <br /> including background, investing in the community, partners, accomplishments, funding, revenues <br /> and outlays, community events and fundraising, key corporate sponsors, community pivot, <br /> volunteer management, formation of an advisory council, and working together to support City <br /> schools. <br /> Mayor Thorne and Councilmember Narum stated they have agreed to participate in their advisory <br /> council. <br /> 13. Public Comment <br /> Jim Mansour reported residents of Ruby Hill are paying additional money for their sewage and <br /> asked for help from the City noting new increases will be implemented shortly. <br /> Mayor Thorne suggested residents visit the Livermore City Council to express their concerns. <br /> Seeing and hearing no others wishing to address City Council, Mayor Thorne closed public <br /> comments. <br /> PUBLIC HEARINGS AND OTHER MATTERS <br /> 14. Review proposed project, reject the bid, and provide direction for future action related to the Old <br /> Vineyard Avenue Trail — Phase 1, CIP No. 13544 <br /> Director of Engineering Steve Kirkpatrick presented the staff report addressing issues before City <br /> Council, bid received, rejecting the bid, project history, updated project schedule, proposed <br /> construction plans, Vineyard Avenue intersections and recommendations. <br /> In response to Mayor Thorne's question regarding accessibility for emergency vehicles, Director <br /> of Engineering Kirkpatrick reported that staff has worked with the Fire Department on all the <br /> crossings and they accepted staffs recommendations. Staff also worked with the refuse company <br /> and they were fine with the plan. Mayor Thorne commented on allowing some culs-de-sac, <br /> Director of Engineering Kirkpatrick explained Machado Place was constructed as a partial cul-de- <br /> sac. He confirmed that before the sale, plans for the trail were disclosed. <br /> Councilmember Narum referenced a stop sign near Silver Oaks Lane and asked whether there is <br /> the ability to go to the west or east. Director of Engineering Kirkpatrick reported there is still a lot <br /> of work to be done in that area. The old Vineyard Avenue crosses the new Vineyard Avenue and <br /> ties into the Shadow Cliffs Park.
