Councilmember Brown reported City staff are available to help with this matter and encouraged <br /> Mr. Moran to contact them. <br /> Vice Mayor Pentin closed public comments. <br /> PUBLIC HEARINGS AND OTHER MATTERS <br /> 15. Approve expansion of the Recycled Water Infrastructure project to construct a water pressure <br /> booster station at Ken Mercer Sports Park utilizing available California Clean Water State <br /> Revolving Funds and Proposition 1B Grant funds <br /> Adam Nelkie, Senior Civil Engineer, presented details of the staff report addressing background, <br /> description of a booster station, proposed booster station, why a booster station is needed, <br /> proposed location, alternative locations, expectations for the operation of the booster station, <br /> sound, comparative sound levels, designed sound reduction, what to expect during construction <br /> and recommendations. <br /> Councilmember Narum requested an explanation regarding the proposed location and Mr. Nelkie <br /> stated the location was chosen with consideration to hydraulics and the proposed location is a <br /> more efficient way to pump the station. Staff considered placing it on the north side of the Arroyo <br /> Mocho but it would have lowered efficiency. <br /> In response to Councilmember Olson's inquiry, Mr. Nelkie explained there is an air conditioning <br /> unit to protect the electrical system from overheating and that standard electrical cabling is used <br /> in the system. <br /> Councilmember Brown asked regarding sound generated by the air conditioning unit and Mr. <br /> Nelkie reported pumps generate the most noise versus the air conditioning unit and explained the <br /> process for measuring and monitoring sound. Additionally, he addressed the type of the proposed <br /> enclosure and reported recycled water has similar maintenance requirements than the rest of the <br /> City's potable water systems. <br /> Vice Mayor Pentin opened the public hearing. <br /> John Lange spoke in opposition to the proposed location noting the building is located too close to <br /> residential properties and would be an eyesore and air conditioning units and/or exhaust fans will <br /> be noisy and will be heard from nearby residences. <br /> Vice Mayor Pentin closed the public hearing. <br /> Discussion followed regarding location of the air conditioning unit, whether there is a more- <br /> attractive building option, the proposed type of fencing, the 10% contingency and the contingency <br /> plan relative to noise levels. <br /> MOTION: It was m/s by Olson/Pentin to authorize the Director of Engineering to approve and <br /> execute a contract change order to Ranger Pipelines, Inc. for approximately $425,000 to <br /> purchase a pre-packaged booster station from Patterson Pumps and approved the location of the <br /> Sports Park Booster Station at Location 2— Hard Ball Field C. <br /> Councilmember Brown offered a friendly amendment to consider making the building more <br /> visually attractive, that it be painted dark green and that landscaping be added. <br /> City Council Minutes Page 3 of 8 April 18,2017 <br />
