AAS1TbSL - <br /> May 16, 2017 <br /> Operations Services Department <br /> TITLE: AFFIRM THE RECLASSIFICATION OF WATER SUPPLY LEVEL TO <br /> ADEQUATE SUPPLY UNDER THE WATER MANAGEMENT PLAN <br /> WITHIN MUNICIPAL CODE CHAPTER 9.30 <br /> SUMMARY <br /> Following an abundant year of precipitation and impressive statewide water conservation <br /> efforts, on April 7, 2017, Governor Brown issued Executive Order B-40-17 (EO B-40-17) <br /> terminating the Drought State of Emergency in most of California. In recognition of <br /> California's vulnerability to future drought, EO B-40-17 also reaffirmed the Governor's <br /> previous drought-related executive order declaring permanent restrictions on wasteful <br /> uses of water and the development of a plan for"Making Water Conservation a California <br /> Way of Life" (EO B-37-16 issued on May 9, 2016). <br /> In response to the Governor's recent action and review of local water supply conditions <br /> in partnership with the Tri-Valley Water Agencies, staff recommends the reclassification <br /> of the local water supply level to "adequate" under the Pleasanton Municipal Code (PMC) <br /> Chapter 9.30 Water Management Plan. In accordance with EO B-40-17 reaffirming <br /> permanent restrictions on wasteful water use, the adequate supply level maintains water <br /> conservation measures that target the elimination of wasteful water uses. Examples <br /> include: prohibiting the use of potable water to hose off hardscapes, irrigating in a manner <br /> that causes runoff or irrigating within 48 hours of measurable rainfall, and allowing leaks <br /> to go unrepaired after eight hours of notification. <br /> This report provides an update on the overall water supply conditions, State efforts in <br /> making water conservation a California way of life, and recommended actions. <br /> RECOMMENDATION <br /> Staff recommends that the City Council: <br /> 1) Affirm the City Manager's reclassification of the water supply level from a Stage 1 <br /> level of water shortage to Adequate Supply with its corresponding conservation <br /> measures. <br /> FINANCIAL STATEMENT <br /> No financial implications. <br />
