purposes of the PUD ordinance in this case by providing an in-fill development that is well- <br /> designed and sited on the subject site, and that meets the intent of the City's General Plan goals <br /> and policies, including those which promote in-fill, residential housing and encourage <br /> development of a variety of residential types. <br /> Moreover, input from the Valley Trails Neighborhood and Pleasanton residents has been sought <br /> and obtained through the Work Session, Housing Commission and Parks and Recreation <br /> Commission meetings, and outreach by the project applicant. Further opportunity for public <br /> comment will occur at the Planning Commission and City Council hearings. Staff believes that <br /> the PUD development plan optimizes the use of the infill site in a sensitive manner. Therefore, <br /> staff believes that this finding can be made. <br /> VESTING TENTATIVE MAP FINDINGS <br /> State law and the Zoning Ordinance of the PMC set forth considerations to be addressed in <br /> reviewing a Vesting Tentative Map. The Planning Commission must make the following findings <br /> that Vesting Tentative Map 8259 conforms to the purposes of the PMC before making its <br /> approval. <br /> 1. The proposed vesting tentative subdivision map conforms to the zoning <br /> regulations/development plan. <br /> The Vesting Tentative Map and improvements will conform to the PUD development plan <br /> and conditions of PUD-113. The map and improvements, therefore, would conform to <br /> the underlying PUD zoning district. <br /> 2. The design of the subdivision provides, to the extent feasible, for future passive or <br /> natural heating or cooling opportunities. <br /> The homes will comply with the City's residential Green Building Ordinance, which <br /> requires that each home achieve a "Green Home" rating on the "Single-Family Green <br /> Building Rating System." The homes in the development will incorporate a number of <br /> green building measures, providing a minimum of 50 points, and will be constructed to <br /> allow for the future installation of a photovoltaic-system and solar-water-heating system. <br /> 3. The proposed vesting tentative subdivision map, together with its design and <br /> improvement, is consistent with the Pleasanton General Plan. <br /> PUD-113, as discussed in the PUD Findings section of this report, was found to be <br /> consistent with the Pleasanton General Plan Medium Density Land Use designation (and <br /> applicable General Plan policies — Land Use Element Policies 5, 9 and 10 and Housing <br /> Element Policy 38) and Vesting Tentative Subdivision Map 8259 is based on the <br /> proposed development plan. The proposed subdivision and its improvements are <br /> compatible with the objectives, policies, land uses, and programs specified in the General <br /> Plan. <br /> P16-1386, P17-0155, PUD-113, & TRACT 8259; 6900 Valley Trails Drive Planning Commission <br /> 30 of 32 <br />
