Ponderosa Homes at 6900 Valley Trails Drive <br /> Initial Study and Negative Declaration <br /> b) Does the project have impacts that are individually X <br /> limited, but cumulatively considerable? <br /> ("Cumulatively considerable" means that the <br /> incremental effects of a project are considerable <br /> when viewed in connection with the effects of past <br /> projects,the effects of other current projects, and the <br /> effects of probable future projects)? <br /> c) Does the project have environmental effects, which X <br /> will cause substantial adverse effects on human <br /> beings, either directly or indirectly? <br /> DISCUSSION <br /> a) The project is located on an infill site composed of a church, surface parking <br /> lot, and undeveloped land that is regularly disked and therefore not <br /> supportive of significant habitat or fish, wildlife, or plant species. There are no <br /> existing water bodies, or rare, endangered, or threatened species known to <br /> inhabit the subject property, nor are there historic resources. Therefore, the <br /> project will have a less-than-significant impact on biological and cultural <br /> resources. <br /> b) Constructing this project will incrementally increase impacts related to certain <br /> environmental factors as detailed in the preceding sections. However, given <br /> that the site is an infill location, surrounded by residential development and <br /> an existing City park, and served by existing utilities and public facilities and <br /> services, the increases would not be cumulatively considerable.Therefore, this <br /> potential impact would be less than significant. <br /> c) The project will not include any activities or uses causing substantial adverse <br /> effects on human beings either directly or indirectly or on the environment. <br /> The project has been designed to substantially comply with City of Pleasanton <br /> General Plan and Zoning regulations and would incorporate conditions of <br /> approval to meet local codes and regulations, and mitigate potential <br /> impacts. The project design, existing regulations, and conditions of approval <br /> reduce potential impacts to less-than-significant levels. <br /> 6.
