In addition to the three projects described above, there are two (2) projects that were allocated <br /> funds last year but did not submit applications for FY 2017/18. These are summarized below: <br /> Habitat for Humanity/Housing Rehabilitation Program <br /> Habitat for Humanity, which administers the City's Housing Rehabilitation Program (HRP), <br /> has indicated that it has sufficient funds to operate the program at a reasonable level <br /> through the end of its current contract term. Habitat was awarded the HRP contract mid- <br /> year last year after an RFP process that was held collaboratively with the City of Livermore. <br /> The cities entered into a new contract with Habitat in October 2016, and the initial contract <br /> term runs through 6/30/2018 (or about 1% years). Because the agency is still ramping up, <br /> funds that were allocated last year ($166,000) are deemed sufficient for the end of the <br /> contract term. Therefore, Habitat has not submitted a request for additional funding for FY <br /> 2017/18. However, the agency will likely apply for new funding for the HRP in the next <br /> round (i.e., in March 2018). <br /> CRIL (Community Resources for Independent Living) <br /> CRIL has received grant funds annually from the City to continue to provide specialized <br /> housing services for Pleasanton residents with disabilities through the agency's Tri-Valley <br /> office in Livermore. The level of funding provided last year was approximately $15,000. <br /> Due to an administrative error within the agency, CRIL did not submit an application for FY <br /> 2017/18 funds prior to the January 23 deadline. While staff values the services provided by <br /> CRIL, it has been the City's consistent policy to adhere to the requirements and deadlines of <br /> the HHSG program across the board and for all applicants. A similar situation arose several <br /> years ago with a different agency, and that agency was required to wait to submit an <br /> application the following year. Therefore, CRIL was similarly advised this year that it would <br /> have to submit a request for funding next year(i.e., for FY 2018/19). <br /> The Housing Commission comments on the housing services applications are included <br /> in the draft minutes from that meeting (Attachment 3). Staff and the HC's <br /> recommendations are listed below. <br /> Table 5 <br /> HOME AND LIHF Funding Recommendations <br /> Agency Project Description Funding Source of <br /> Recomm. Funds <br /> Abode Services Second year of funding for the HOPE Outreach program which provides $50,000 LIHF <br /> staffing to proactively coordinate and address homelessness issues in <br /> the Tri-Valley. This project would be a proper use of the LIHF fund as it <br /> supports Goal 17 and Policy 43 in the General Plan Housing Element. <br /> Abode Services Second year of funding for the Tri-Valley Rapid Rehousing Program $70,000 HOME <br /> (TVRRP)which provides temporary housing assistance and housing $50,000 LIHF <br /> counseling support for households experiencing homelessness and to <br /> prevent households from becoming homeless. This process also <br /> supports Housing Element goals and policies related to homelessness. <br /> ECHO Housing Provision of federally-mandated housing counseling services to $40,000 LIHF <br /> Pleasanton residents,including fair housing education and investigation, <br /> tenant-landlord counseling and mediation,rental assistance,home- <br /> seeking and shared housing. <br /> TOTAL HOME I LIHF: J $210,000 <br /> Page 9 of 11 <br />
