HOUSING AND HUMAN SERVICES GRANT (HHSG) PROGRAM <br /> BACKGROUND <br /> The HHSG program combines funding from two federal sources; CDBG (Community <br /> Development Block Grant) and HOME (HOME Investment Partnership Program); and, <br /> two local sources, the Lower Income Housing Fund and General Funds for human <br /> services. In accordance with HUD's fiscal year, the City's FY2017/18 HHSG program <br /> will provide funding during the period of July 1, 2017, through June 30, 2018. This <br /> report will refer to these expenditures as being part of the FY2017 grant funding cycle. <br /> HHSG applications for funding were solicited in early December through late January. <br /> Thirty (30) applications were received by the January 23 deadline with a total funding <br /> request of $1,126,007 including funds for CDBG administration (Attachment 1). As in <br /> previous years, applications were divided up for review by either the Human Services <br /> Commission (HSC) or the Housing Commission (HC). The HSC reviewed the majority <br /> of the applications and provided recommendations for programs funded through CDBG <br /> and General Funds for human services. The HC reviewed applications which were <br /> housing related in nature and were eligible for funding from the City's Low Income <br /> Housing Fund and federal HOME funds. <br /> DISCUSSION <br /> The following Table 2 summarizes the composite level of funding available for the FY <br /> 2017 HHSG program. Funds from the two federal grants (CDBG and HOME) are <br /> conservative estimates based on recent annual allocations inasmuch as HUD has not <br /> yet provided final allocations due to delays at the federal budget level. The FY 2016 <br /> funding levels are listed for comparative purposes. <br /> Page 2 of 11 <br />
