BACKGROUND <br />The DBAC's locker rooms were built in 1997 and have been in continuous operation <br />ever since. The locker rooms were built as part of a renovation of the original 1969 <br />building. They are currently worn out, do not meet current codes, and have other issues <br />related to maintenance. Over the years, the locker room floors have been a constant <br />maintenance issue, with ponding water, cleaning issues, and potential for slip and fall <br />incidents. The lockers and benches are also in need of replacement to meet current <br />code requirements. Bathroom walls currently require yearly painting for proper <br />maintenance and moisture protection. Lighting and ventilation systems need to be <br />upgraded. Vanities and fixtures need to be replaced. Toilet fixtures in the accessible <br />stalls must be relocated to comply with current codes. The drinking fountain <br />configuration needs to be revised to meet current codes. <br />Outside the locker rooms, the concrete in the foyer must be removed and replaced due <br />to poor drainage causing damage to the building walls. There will also be outside rinsing <br />showers installed on the pool deck to meet the code required number of showers for the <br />facility. Code requires more showers than there is room to construct within the locker <br />rooms, however the code does allow outdoor showers to be included in the total shower <br />count provided they have warm water. In addition to the locker room work, the chain Zink <br />fencing that surrounds the DBAC must be replaced with a mesh size that meets the <br />current codes, and the access gates must be replaced to be self - closing /self - latching for <br />emergency egress requirements. The architect will design the renovation in response to <br />all of these needs while considering budget constraints. <br />DISCUSSION <br />Staff advertised an RFQ seeking an architectural firm interested in working with the City <br />on this project. In response, four general architectural firms submitted SOQs. City <br />Engineering, Support Services, and Community Services staff reviewed the SOQs and <br />invited the three highest rated respondents for interviews. A panel of six City staff <br />members familiar with the project needs conducted interviews of the following three <br />firms: <br />Dahlin Group, Inc. <br />Glass Architects <br />Arch -Pac, Inc. <br />Based on the ratings of the SOQs and the subsequent interviews, staff recommends <br />awarding the professional services contract to Arch -Pac, Inc. of Vista, California. Staff <br />believes Arch -Pac is the most qualified to provide the design services for this renovation <br />project. <br />Although we are calling this project a renovation of the locker rooms, it is truly a <br />complete reconstruction project involving removal of concrete flooring throughout and <br />demolition of the wall finishes. The interior of the locker rooms will be reconfigured to <br />meet current code requirements. There will be new plumbing, ventilation, and electric <br />systems installed.
