Mayor Thorne noted the matter cannot be discussed, as it is not on the agenda, but requested that staff <br />consider it. <br />Sandy Yamaoda, a Member of PleasantonVoters.com, addressed the organization's mission, City <br />Council's upcoming workplan priorities meeting and a request by a developer, SteelWave, to add <br />planning of 900 plus homes and non - residential development in East Pleasanton to the priorities list. <br />She felt the project will negatively affect already- impacted schools and crowded streets. <br />Kelly Cousins urged the City Council to not place the planning of a massive residential project on the <br />east side, on the workplan priorities list. She added the list has enough important projects identified, for <br />the next two years and that the project will negatively impact the City in terms of traffic, congestion, <br />already- crowded schools, safety and quality of life. She added the push to plan the project is not in the <br />best interest of Pleasanton residents and urged the community to speak up regarding the matter. <br />Julie Tusta spoke in opposition to the City Council prioritizing planning and using valuable resources for <br />a massive residential project on the east side. Before considering the project, the City must recognize <br />the negative impacts of the current housing boom. She expressed concerns with traffic, congestion and <br />overcrowded schools and said the City needs to catch up with infrastructure improvements before <br />planning such a project <br />Mayor Thorne closed public comments. <br />PUBLIC HEARINGS AND OTHER MATTERS <br />12. Review of Hacienda Transit Oriented Development (TOD) and Owens Drive Traffic Circulation <br />Mike Tassano, Traffic Engineer, thanked members of the public for their patience in receiving this <br />report, and displayed a PowerPoint. <br />Assistant City Manager Brian Dolan addressed the history of the matter including a lawsuit by Urban <br />Habitat, details of the Settlement Agreement, the three properties included in the Hacienda TOD, <br />creation of a taskforce to set forth drafting guidelines and development regulations, joint workshops <br />with City Council and the Planning Commission, altering Owens Drive and key elements to creating a <br />successful TOD. <br />Mr. Tassano addressed opportunities and challenges of widening Owens Drive, anticipated delays, <br />adjustments, modifications of the median to separate crosswalks of 10 and 20 seconds and circulation <br />before and after the two -stage crossing modification, displayed a video showing the latter and <br />presented conclusions. <br />In response to Mayor Thorne's question, Mr. Tassano reported staff will continue to monitor the area <br />and addressed models used in reviewing the issue. <br />In answer to Councilmember Pentin, Mr. Tassano addressed the maximum number of pedestrians and <br />cyclists that the median could hold at any one time. He added that the Iron Horse crossing was <br />constructed in 2014 and did not affect the intersection. Councilmember Pentin noted that reduced <br />speeds were also a goal in the City's Bicycle and Pedestrian plan and commented on BART's <br />commitment relative to the area across the street. <br />Councilmember Brown wondered why so many residents signed a petition against the plan, if it is such <br />a good one. Mr. Tassano felt that people are frustrated because of previous delays, are concerned that <br />delays are increasing and are frustrated with parking. <br />City Council Minutes <br />Page 3 of 7 March 7, 2017 <br />
