THE CITY OF _ _ --__ _ <br /> i CITY COUNCIL AGENDA REPORT '1 7 <br /> pL£ASANTON® <br /> April 18, 2017 <br /> Community Development <br /> Economic Development <br /> TITLE: CONSIDER ADOPTING A RESOLUTION ADOPTING THE DOWNTOWN <br /> PARKING STRATEGY AND IMPLEMENTATION PLAN, AS FILED <br /> UNDER CASE P17-0055 <br /> SUMMARY <br /> Staff has been working with Fehr & Peers Transportation Consultants to draft a <br /> Downtown Parking Strategy and Implementation Plan (Parking Plan) to identify strategies <br /> to more effectively manage and increase the parking supply in Downtown Pleasanton. <br /> The Parking Plan discusses: existing parking conditions; increasing the parking supply, <br /> including the feasibility and cost of developing a parking structure; factors influencing <br /> parking occupancy rates; parking demand management strategies; future demand <br /> scenarios; and an implementation plan, including the identification of the top ten <br /> implementation strategies. This report focuses on changes made to the draft Parking <br /> Plan since the City Council last reviewed this document in July 2016. <br /> PLANNING COMMISSION RECOMMENDATION <br /> On March 8, 2017, the Planning Commission recommended that the City Council adopt <br /> the Parking Plan, by a 4-1-1 vote. The dissenting vote was attributed to the desire for the <br /> Parking Plan to more thoroughly evaluate one-way streets in Downtown Pleasanton. <br /> RECOMMENDATION <br /> 1. Find that the proposed Parking Plan to the Municipal Code is exempt from the <br /> California Environmental Quality Act (CEQA); and <br /> 2. Adopt a resolution adopting the Parking Plan (Attachment 1), subject to non- <br /> substantive modifications approved by the Director of Community Development. <br /> FINANCIAL STATEMENT <br /> There is no fiscal impact associated with adopting the Parking Plan, but implementing <br /> one or more of the strategies would have an associated cost. Staff notes that short- and <br /> long-term efforts to better manage Downtown parking and expand the parking supply <br /> may have positive fiscal effects by increasing Downtown visitation and business activity. <br />
