THE CITY OF _ _ --__ _
i CITY COUNCIL AGENDA REPORT '1 7
pL£ASANTON®
April 18, 2017
Community Development
Economic Development
TITLE: CONSIDER ADOPTING A RESOLUTION ADOPTING THE DOWNTOWN
PARKING STRATEGY AND IMPLEMENTATION PLAN, AS FILED
UNDER CASE P17-0055
SUMMARY
Staff has been working with Fehr & Peers Transportation Consultants to draft a
Downtown Parking Strategy and Implementation Plan (Parking Plan) to identify strategies
to more effectively manage and increase the parking supply in Downtown Pleasanton.
The Parking Plan discusses: existing parking conditions; increasing the parking supply,
including the feasibility and cost of developing a parking structure; factors influencing
parking occupancy rates; parking demand management strategies; future demand
scenarios; and an implementation plan, including the identification of the top ten
implementation strategies. This report focuses on changes made to the draft Parking
Plan since the City Council last reviewed this document in July 2016.
PLANNING COMMISSION RECOMMENDATION
On March 8, 2017, the Planning Commission recommended that the City Council adopt
the Parking Plan, by a 4-1-1 vote. The dissenting vote was attributed to the desire for the
Parking Plan to more thoroughly evaluate one-way streets in Downtown Pleasanton.
RECOMMENDATION
1. Find that the proposed Parking Plan to the Municipal Code is exempt from the
California Environmental Quality Act (CEQA); and
2. Adopt a resolution adopting the Parking Plan (Attachment 1), subject to non-
substantive modifications approved by the Director of Community Development.
FINANCIAL STATEMENT
There is no fiscal impact associated with adopting the Parking Plan, but implementing
one or more of the strategies would have an associated cost. Staff notes that short- and
long-term efforts to better manage Downtown parking and expand the parking supply
may have positive fiscal effects by increasing Downtown visitation and business activity.
