A. The City's two BART stations, ACE Train Station, and the bus stops within City limits <br /> on the Wheels 10R route; <br /> B. The City's commuter rail stations only (i.e., the two BART stations and the ACE Train <br /> Station); or <br /> C. The City's two BART stations, ACE Train Station, and all bus stops, excluding Wheels <br /> school stops, within City limits —Transit Map Option C in Attachment 6. <br /> In addition to the transit facilities in Option A, Option C would also include all bus stops within <br /> City limits. This option would eliminate parking requirements for ADUs in a vast majority of <br /> the City. While staff continues to recommend approval of the proposed PMC amendments <br /> with the Option A definition of transit, Option C provides a means of further encouraging the <br /> production of ADUs in the City. Because State law allows ADUs to be counted towards a <br /> City's RHNA obligations, increased production of ADUs could help the City meet future <br /> RHNA requirements. Regardless, staff believes that both Options A and C reflect the spirit <br /> and intent of the recent State legislation to facilitate the creation of ADUs. <br /> PUBLIC NOTICE <br /> Notice of this item was published in The Valley Times and was noted in the Pleasanton <br /> Weekly. At the time this report was prepared, staff had not received public comments <br /> beyond those already included with the February 17, 2017 Planning Commission <br /> memorandum or provided to the Planning Commission after the publication of the <br /> memorandum. Public correspondence received to date is included as Attachment 7. <br /> ENVIRONMENTAL ASSESSMENT <br /> Pursuant to California Public Resource Code Section 21080.17, the adoption of an <br /> ordinance regarding second units to implement the provisions of California Government <br /> Code Sections 65582.1 — 66412.2 is exempt from the California Environmental Quality Act <br /> (CEQA). <br /> CONCLUSION <br /> The proposed text amendments will facilitate the development of ADUs and bring the PMC <br /> into compliance with State law.
