Procurement Contract No. 14812
SUPPLEMENTAL A
The County of Alameda contracted with Pakpour Consulting Group to assess the
Castlewood County Service Area's (CSA) existing water and sewer systems with a goal
to identify existing and future deficiencies with the water and sewer system, develop
capital improvement projects to mitigate the deficiencies, and identify funding
mechanisms to asset in paying for the Capital Improvement Programs.
The report was finalized in October 2012 and according to the report, overall the existing
water system was assessed to be in good condition with the exemption of a few critical
elements such as the Upper Level redwood tanks, storage capacity in the system, and the
water main crossing underneath the Arroyo de Laguna. The water main crossing
underneath the Arroyo de Laguna has been replaced to address that concern as well as a
number of other minor issues listed in the report. The main issue required with the
system is addressing the storage capacity and the replacement of the old deteriorating
Upper Level Redwood Tanks in the system.
The County contracted with Pakpour Consulting Group again to prepare an analysis of
the storage required within the system, review alternative locations and options, provide
cost estimates for various recommendations, and provide a final recommendation for
replacement of the Upper Level Redwood Tanks. In July 2016 the report was finalized
with a final recommendation for replacement of the two 100,000 gallon redwood tanks
with dual 150,000 gallon steel or concrete tanks. Based on review with the County's
operation & maintenance service provider, the City of Pleasanton's recommendation is
that the County replace with 2 - 150,000 gallon steel tanks.
Supplemental A
