1 %-inch layer of hot mix asphalt (HMA) will be applied on top of the newly recycled <br /> pavement surface. <br /> A new Class II bike lane will be added to both Valley Avenue and Hopyard Road by <br /> performing minor roadway widening on the southbound direction of Hopyard Road, south <br /> of Black Avenue, and by modifying the striping configuration on Valley Avenue in order to <br /> support the City's "Complete Streets" Policy. All required Americans with Disabilities Act <br /> compliance curb ramps are being addressed under a separate project (Annual Curb & <br /> Gutter Replacements for Street Resurfacing, CIP No. 15509). <br /> Budget <br /> The estimated total expenditure for this project is $1,620,280 including a 10% <br /> construction contingency ($145,000). A summary of the project budget and estimated <br /> expenditures is presented in Attachment 3. <br /> Bids <br /> The project was advertised on February 20, 2017, February 25, 2017, and March 4, 2017. <br /> Sealed bids were opened on March 15, 2017, establishing the minimum three-week <br /> advertising period required by the funding program. There were four bids received, <br /> ranging from $1,450,536 from Granite Rock Company to $1,541,701.40 (see <br /> Attachment 1, Bid Summary). The low bid is approximately 4% lower than the engineer's <br /> estimate of $1,513,113. Past work performed by Granite Rock Company was verified to <br /> be satisfactory.
