moratorium and process the proposed pre- annexation agreement, now. He added that a LAFCo <br />member told him they did not ask the City to implement a moratorium, but rather wanted more <br />information about the utility issues, and the City's water and sewer study provides that. He offered the <br />best way to proceed with LAFCO is to get their reaction to a speck pre- annexation agreement. He <br />added that the study has demonstrated why it is infeasible to annex Happy Valley, and opined the <br />chances of existing residents voting to assess themselves $155,000 each to build water and sewer lots <br />to the 24 existing vacant lots, is almost zero. He reported meeting with Happy Valley homeowners and <br />noted they would like to keep the area's rural character. He urged the City Council to honor its 2002 <br />Council policy on the pre- annexation agreement and process his client's pre- annexation agreement. <br />Kuldeep Singh said he owns four properties in Pleasanton and is a general contractor. He reported <br />wanting to build a house at 622 Happy Valley Road and referenced his pre- annexation agreement. He <br />urged the City Council to help him build his house. <br />Mayor Thorne closed public comment <br />Mayor Thorne noted the City has hooked up many people without going through LAFCo, which irritated <br />Board Members. He urged Mr. McDonald to attend the next LAFCo Board meeting. <br />MOTION: It was m/s by Pentin /Olson to accept the report, direct staff to share the report with the <br />County of Alameda and LAFCo, and bring back a resolution, as an agenda item, to schedule <br />consideration of the interim moratorium, after the LAFCo meeting. Motion passed by the following vote: <br />Ayes: Councilmembers Brown, Narum, Olson, Pentin, Mayor Thorne <br />Noes: None <br />Absent: None <br />MATTERS INITIATED BY COUNCIL - None <br />COUNCIL REPORTS <br />Councilmember Brown reported touring the new Kottinger Garden facility and urged residents to do so <br />when it opens to the public. <br />There being no further business, the meeting was adjourned at 8:00 p.m. The Council extended a <br />tribute to our nation's men and women serving in the military.
