Police <br />Approved 2017 Special Event Street closures <br />MOTION: It was m/s by Narum / Pentin to approve the consent calendar as submitted and as <br />noted. Motion passed by the following vote: <br />Ayes: Councilmembers Brown, Narum, Olson, Pentin, Mayor Thorne <br />Noes: None <br />Absent: None <br />MEETING OPEN TO THE PUBLIC <br />7. Public Comment <br />Steve Morsilli, Head Coach, Pleasanton Seahawks Swim Team, thanked City Council and the City for <br />its support, commented on the Team's achievements and presented councilmembers with a small <br />token of appreciation. <br />PUBLIC HEARINGS AND OTHER MATTERS <br />8. Presentation of a report detailing infrastructure improvements necessary and cost to extend water <br />and sewer utilities into the unincorporated Happy Valley area <br />Director of Engineering Services Steve Kirkpatrick presented details of the staff report addressing <br />background, two scenarios relative to the water and sewer utility extensions necessary to serve every <br />property in the unincorporated Happy Valley area, cost estimates to construct water and sewer <br />systems, cost estimates per parcel to connect to existing water and sewer, total cost per parcel, and <br />next steps. <br />In response to Councilmember Brown's question regarding Zone 7, Mr. Kirkpatrick reported Zone 7 has <br />not been addressed yet. The study reviewed the City's Water Management Plan, which is in line with <br />availability expectations, <br />Mayor Thorne reported he is on the LAFCo Commission and when the study was reviewed, there was <br />concern regarding the ability to cover everyone. He stated that needs to be part of the background, as <br />well. <br />It was noted that the County has deferred to cities to develop solutions as they have a moratorium on <br />septic tanks and the water has high levels of nitrate in the ground water that can be remedied through <br />filtration but is not ideal. The County wants to find a solution to those problems through annexation or <br />by extending services to the area, without annexation. <br />Mr. Kirkpatrick continued with his presentation. <br />In response to Councilmember Pentin's question, Mr. Kirkpatrick reported that the City was not <br />considering extension of the system when prior users were connected and there is nothing to require <br />them to pay into the extension. It was noted that the pro -rata sewer and water charge to the golf course <br />has been paid, but not the cost associated with extending the water and sewer system. <br />Mr. Kirkpatrick addressed next steps and recommendations. <br />City Council Minutes Page 2 of 4 February 21, 2017 <br />
