As indicated above, staff's new park features/concept includes an emphasis on vineyards, <br /> orchards, community farming and recreational educational activities and assumes that <br /> housing animals would not be included as part of the community farm design and/or <br /> operations. As noted in the Management Partners report, the elimination of a barn and <br /> livestock operations will significantly reduce overall project cost, complexity and intensity <br /> of operations, environmental concerns (including odor, storm water and waste <br /> management) while providing the community and the neighborhood and City with a <br /> significant amenity. <br /> MD Fotheringham Professional Services Agreement <br /> As indicated previously, when staff became aware that Abbie 4-H's livestock needs would <br /> be met by the Alameda County Fairgrounds, it provided MD Fotheringham with a scope <br /> of work and requested a proposal to complete a master plan with the modified visions as <br /> detailed above. MD Fotheringham's proposal, (included as Attachment A to this report's <br /> Attachment 1) includes the following services: <br /> • Finalize project goals and objectives; <br /> • Assist with identifying opportunities with non-profits: (Staff will assume the primary role <br /> in identifying and coordinating nonprofits for the community park and if the City Council <br /> authorizes moving forward with this project, it will immediately begin this work.); <br /> . Finalize general site surveying; <br /> . Coordinate various permitting requirements; <br /> • Attend meetings of the Park and Recreation Commission and City Council; <br /> ▪ Prepare graphic displays summarizing opportunities; <br /> • Develop a final plan including facilities and architecture, circulation, parking, signage, <br /> grading, drainage, planting design, operations and maintenance, implementation, etc. <br /> MD Fotheringham's proposed fee for this work is $69,762. Submittal of the Master Plan <br /> to the City is scheduled for October 2016. Staff has reviewed MD Fotheringham's <br /> qualifications and determined they are appropriate for completing this project. Further, <br /> considering its involvement with the Abbie 4-H Draft Master Plan and preparing the Bernal <br /> Specific Plan, it is in a unique position to continue its work with this project in a timely and <br /> cost effective manner. <br /> Master Plan Process <br /> Should the City Council authorize the project to advance at this time, staff anticipates its <br /> first steps would be to reach out to potential nonprofits who would have an interest in <br /> assuming an operational, maintenance and funding role in the project. This step is critical <br /> in that MD Fotheringham will rely on the programming needs of these users to identify <br /> project needs and features. This is also important to staff in that it will gain insights into <br /> what arrangements are necessary, i.e., ground leases, use agreements, operational <br /> agreements, etc. may be necessary for the project. While this outreach has not yet <br /> occurred, staff anticipates interest from Alameda County Master Gardeners, the Tri-Valley <br /> Conservancy (which has already inquired regarding the project) and other nonprofits. <br /> Staff anticipates that it will provide the City Council with updates on these activities as <br /> Page 6 of 7 <br />
